(a) The Government does not intend to award a contract on the basis of this Sources Sought or to otherwise pay for the information solicited. (b) Although "proposal," "offeror," contractor, and "offeror" may be used in this sources sought notice, any response will be treated as information only. It shall not be used as a proposal. (c) Any information received from a contractor in response to this Sources Sought may be used in creating a solicitation. Any information received which is marked with a statement, such as "proprietary" or "confidential," intended to restrict distribution will not be distributed outside of the Government, except as required by law. (d) This Sources Sought is issued by VISN 2 Contracting Office in Bath, NY for the purpose of collecting information about Presstek Service and Preventative Maintenance for the Bath VA Medical Center (VAMC). The VA is seeking to provide for this requirement within 60 days of the award of the contract. The NAICS code identified for this requirement is 811212 Office machine repair and maintenance services. The requirement is detailed in the Statement of Work section of this document. (e) Cursory market research has identified several small businesses that may be able to provide for this requirement. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the Bath VA Medical Center. Please noteĆ at least 50 percent of the cost of personnel for contract performance shall be spent for employees of the concern for a proposal to be considered for a small business set-aside. Phone calls will not be accepted. - Part of the purpose of this sources sought is to determine the viability of set aside to a specific socio-economic category. Contractors shall identify the NAICS code for the services being offered as well as their size status under said NAICS. This information will be used to determine the viability of a set aside for this requirement. - Contractors shall also identify any Federal Supply Schedules that may carry the desired services. - Contractors shall identify pertinent point of contact for company, contractor DUNS number for size standard and socioeconomic verification in SAM and VIP. - Contractors shall include any relevant comments about the Attachment(s) if applicable. STATEMENT OF WORK Presstek Service and Preventative Maintenance for the Bath VAMC The Bath VA Medical Center (VAMC) located at 76 Veterans Avenue, Bath, NY 14810 has a requirement for a preventative maintenance (PM) and service maintenance (SM) agreement for ONE Presstek Four Color Digital Printing Press, model 34DI-X, serial number 2719, EE#212266. Machine located in the Print Shop. The period of performance shall be from 04/01/2019 03/31/2020 with the provision of four (4) option years. Schedule: Work hours are from 8:00 am 5:00 pm EST, Monday through Friday, excluding Federal Holidays. The following are Federal Holidays observed by the facility and the Contractor shall not expect access to the VA Facility on these dates unless notified otherwise by the Contracting Officer Representative (COR). New Year's Day Labor Day Martin Luther King, Jr. Columbus Day Washington's Birthday Veterans Day Memorial Day Thanksgiving Day Independence Day Christmas Day Response time: Priority response time: Remote support via phone shall be within two hours of call from Bath VAMC. On-site support shall be the next business day of call from Bath VAMC. Standard response time: Remote support via phone shall be within four hours of call from Bath VAMC. On-site support shall be within three business day of call from Bath VAMC Scope: All work under the PM and SM agreement shall be done only by authorized Presstek technicians and use only new Original Equipment Manufacturer (OEM) parts. The agreement shall include: All scheduled maintenance inspections and intervening calls will be made during work hours noted above under Schedule. Vendor shall supply up to 50 hours of labor for corrective/service maintenance during the contract period. Travel is not deducted or charged to the 50 hours. Preventive Maintenance is not deducted or charged to the 50 hours. Vendor shall supply two preventive maintenance on-site inspections each year. These inspections shall occur every six months. Vendor shall include new OEM repair parts, or programmable items equivalent to new in performance. The vendor shall not be responsible for expendable and supply parts. Vendor shall supply software patches/fixes and firmware updates. However, major software upgrades that add features shall not be included. Additional Services: Any corrective service beyond 50 hours for each performance period of the contract shall be identified as a modification to the contract and shall be priced as a separate line item, should it be needed. Only during this period shall the vendor apply labor or travel at a discounted rate. For this type of modification, confirmation of pricing from the vendor is required and a separate purchase order shall be provided prior to service being performed. Calls requested outside of work hours noted above will be considered after-hours and charged at said rate.
