The Department of Veterans Affairs intends to award a sole-source bridge contract to DBI Waste Systems Inc. for an 8-month base period to provide waste and recycling collection, disposal, training, and compliance support for the VA Healthcare Boston system. The current waste services contract ends 9/30/2026 and cannot be extended, while a prior competitive RFQ was delayed by protests, the most recent dismissed on 8/19/2026, and a new base-plus-four-option-years RFQ is still being developed. VA states that only the incumbent can continue service without interruption because it already has the equipment, staff, and site-specific knowledge needed, and a lapse would create hazardous waste accumulation, unsanitary conditions, pest/fire hazards, infection-control risks, and potential VHA directive noncompliance. No solicitation will be posted because the action is sole source under FAR 6.302-2 unusual and compelling urgency.
