This is a notice of intent to award a sole source bridge contract, not a solicitation. The Department of Veterans Affairs intends to negotiate an 8-month base sole source contract with Corporate Waste Solutions for waste and recycling pickup/disposal at VA Healthcare Manchester while a new base-plus-four-option-years contract is developed. The current contract ends 9/30/2026 with no extension ability, and the prior RFQ did not result in timely award after two protests, the latest dismissed on 8/19/2026 with corrective action. The bridge is intended to prevent service interruption because the incumbent already has the equipment, staff, and site-specific knowledge, and no other contractor could be installed before expiration without critical delays, hazardous waste accumulation, and compliance risks. Since this is a sole-source action, no solicitation will be posted; interested persons may contact the Contracting Specialist, but the determination to compete is solely within the Contracting Officer’s discretion.
