This is a notice of intent, not a solicitation, for the VA to award a sole-source bridge contract to DBI Waste Systems Inc. for comprehensive waste and recycling collection, disposal, training, and regulatory compliance support at the VA Healthcare CWM (LEADS, NORTHAMPTON) healthcare system. The bridge has an 8-month base period and is needed because the current contract ends 9/30/2026 with no extension option and a protest prevented timely award of the follow-on contract. A new RFQ for a base plus 4 option years is being developed, but no other contractor can be installed before expiration without causing critical service delays and hazardous waste accumulation. Authority is FAR 6.302-2 unusual and compelling urgency, and no solicitation will be posted to FBO.
