The VA is delaying its solicitation for National Prescription Eyeglasses Manufacturing due to Revolutionary FAR Overhaul updates and intends to solicit on or about November 20, 2025. The work covers prescription eyeglass manufacturing, including dress and safety glasses, for eligible Veterans across all VA sites of care and catchment areas, including outpatient clinics, in CONUS and OCONUS locations. The solicitation excludes optician services and is set aside for SBA-certified service-disabled veteran-owned small businesses, with offerors required to meet Nonmanufacturer Rule requirements or qualify under a current NMR class waiver. The VA plans to establish firm-fixed-price IDIQ contracts with economic price adjustment, resulting in multiple nationwide awards, with single-award Delivery Orders and intent to award to at least two contractors. The contract performance period is ten years, consisting of a five-year base period plus one five-year option period, and pricing is not requested at this time.
