Answer: Answer: Scanning is to be performed above-ceiling when said space is accessible by access panel and/or removal and subsequent reinstallation of drop-ceiling tiles. Q2) Aside from square footage, are there any unique site conditions such as restricted access hours, specialized mechanical rooms) per building that could affect our unit scanning rates? Answer: Answer: Scanning of many/most locations on campus will not require anything further than typical COR-facilitated coordination with occupants. However, buildings 1, 15, and 18 all have patient-care spaces, which will require further and more detailed coordination. While COR believes that coordination for scanning of most patient-care areas (including CLC/nursing home, etc.) is possible during normal working hours (7:00-3:30), it is likely that some off-hours work will be required to scan some patient-care areas, given the possibility of misalignment of work schedule and patient-care schedules. Definition of Off-Hours The SOW allows off-hours work, as needed, to facilitate scans of high-traffic areas. Q3) How does VA define off-hours (e.g., nights, weekends)? Answer: Off-hours work is defined as work taking place outside of normal working hours (7:00-3:30), or on federal holidays. Q4) Are there labor-rate differentials or security escort requirements during these periods? Answer: The Service Contract rates apply, See response to question 20 regarding escort. Q5) What's the preferred method or time to capture scan data with permanent residents (I.E nursing home etc). Answer: See response to question 2. Q6) Will VA provide a template or example Gantt overview, or should we propose our own format and level of detail? Answer: Contractor is required to propose and supply a project schedule. VA will not provide templates. Additionally, VA requires a schedule to be submitted within 10 business days of NTP. Q7) Our Method is Autodesk Construction Cloud (ACC). Is this acceptable? Answer: Contractor is authorized to use whichever Project Management Software is preferred, provided that the ultimate submission requirements are met. Q8) Will model substitutions be allowed for any content current not available in a BIM format? Answer: Model substitutions will be allowed, as necessary, as long as they accurately reflect existing conditions. Q9) Will there be any Technical submittals and or manuals for maintainable assets to populate the COBie Data? Answer: Manchester VA currently has no COBie data on maintainable assets to supply to the contractor but will provide submittals/manuals as they are available. Q10) Are there preferred output formats (e.g., equirectangular JPEG, Matterport), minimum resolution specifications, or hosting-platform requirements? Answer: Output formats should be chosen and submitted such that they are easily viewable with minimal software required to be installed on the viewing machine (i.e. formats that can be emailed to, for example, the Executive Leadership Team and could be viewed, shared, and understood by them with little/no CAD experience/software). Q11) Should Omniclass parameters be filled in only for maintainable assets, or for all model elements? Answer: Omniclass parameters will be utilized for all maintainable assets. 120 days from NTP includes all scanning, modeling, and final deliverables including training of staff, correct? Answer: Correct. Though the Period of Performance (PoP) is able to be reevaluated as necessary (with discussion and concurrence from CO), VA currently expects that the project and all deliverables will be completed by the end of the PoP. Are floor plans available for distribution? Understanding the sensitivity/security, it would allow for a more accurate estimation of scanning and deliverables Answer: See attached floorplans. This is only an SF1449 submission, correct? Can we supply a cover letter, brief synopsis of capabilities, and any assumptions with the submission? Answer: SF 1449 line item pricing and acknowledgement of amendments. You can provide any documentation to support your quote. To assist with maintaining accuracy throughout the campus, we recommend placing temporary control markers on walls or floors, is this acceptable to the VA? Targets will be less than 6"x6" Answer: Temporary control markers are acceptable, provided they present no hazard to building occupants (e.x. secure sticker, strip of painter s tape, etc.). Contractor will, upon completion of work, ensure that any and all damage done to facility by temporary control markers or by any other work performed under this contract is repaired and VA facilities are returned to their prior state. Is the scan and model interior only or do we include exterior as well? Answer: As part of deliverable 5.2.5 from SOW, VA expects a complete, facility-wide model. This includes exterior scans of each building, as well as a common reference frame that is accurately shared between interior spaces. What accuracies are expected to be obtained within the LiDAR collection? Answer: VA expects accuracies to align with VA BIM Manual and with industry-standard modelling tolerances. Is there existing control through the scope areas? If not, what type of physical control markers are acceptable? Answer: No physical control markers currently exist onsite. See response to question 15 regarding use of temporary control markers. Is it a correct assumption all Revit models are to maintain spatial relationships between each other? (1 defined coordinate system for entire campus). Answer: See response to question 16. Are escorts required or will badge access be given along with NTP and any required on site trainings are completed? Answer: Flash badges will be provided to contractors at the start of each working day and will ease necessity of VA escort. Some spaces (locked spaces, patient-care spaces, etc.) may still require escort, but COR or alt-COR will provide and/or coordinate required escorts. Are there any 2D deliverables required? If so can you provide expectations for those deliverables. Answer: No 2D deliverables are expected. The BIM Manual refers to data needing to be exported in COBie format. Please provide a list of parameters or list of desireable data to be captured and inputted into the model. Answer: Desirable COBie data includes, but is not necessarily limited to, manufacturer, model number, serial number, location information, etc. Per the BIM Manual, what is the Level of Development (LOD) required for the model? See below descriptions of each Level of Development (LOD). Answer: Contractor will meet LOD 200 requirements for model submissions. The SOW states "contractor shall not include removal and replacement of ceiling tiles in fee proposal." Amendment 2 clarifies that 90% of the square footage is above drop ceiling and states to carry 20% ceiling tile replacement. Could you clarify if the contractor is to perform the removal and replacement of the ceiling tiles for the scanning procedure, and if so, what ICRA requirements will be required. Answer: Contrary to the originally-solicited SOW, the contractor will indeed be performing removal and replacement of the ceiling tiles. As long as the contractor is able to remove only one tile at a time, ICRA requirements will be almost negligible (i.e. typical housekeeping procedures will be all that is necessary, in addition to typical coordination with space occupants and patients). Can you provide a breakdown of the 2x2 vs 2x4 tiles?  We are assuming 90% the facility has drop ceilings and 20% of those tiles will need replacement per your instructions. Contractor to bid assuming 20% ceiling-tile replacement (due to damage when removing/reinstalling). Facility standard ceiling tiles are: 2x2: Armstrong 824 Cortega FireGuard Square Lay-in with 15/16 white grid 2x4 Armstrong 823 Cortega FireGuard Square Lay-in with 15/16 white grid Answer: For bidding purposes, contractor is to assume that 60% existing ceiling tiles are 2x2 and 40% existing ceiling tiles are 2x4. Where can we find floor plans or as-builts or campus maps for those buildings? I would appreciate if you could point us in the right direction. Scope of work: INTRODUCTION Manchester VAMC, NH is in need of an updated, campus-wide BIM (Building Information Modelling) Facility Model. This project will serve to produce three-dimensional scans of the entire campus, and subsequently an updated, usable Revit model of the facility. It shall be the Contractor s responsibility to identify the applicable federal, state, and local laws and regulations and Veterans Health Administration (VHA) Directives and apply the procedures and protocols, as required. The project includes, but is not limited to, providing materials, tools, survey procedures, and qualified and competent personnel for conducting a three-dimensional scan and subsequent development and delivery of a Revit BIM model (.rvt file). PROJECT STAFF-TBD SCOPE AND PROJECT TASKING The contractor shall perform a 3-D LiDAR (Light Detection and Ranging) scan of all accessible spaces of the facility campus, including mechanical rooms, storage rooms, etc. This includes coordination with COR regarding personnel in occupied spaces, access to secure spaces, and post-scan modelling. No confined spaces are to be included in this scope. Above-ceiling scans will be performed only in already-exposed areas; contractor shall not include removal and replacement of ceiling tiles in fee proposal.
