The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2025-01. This solicitation is solicited as unrestricted. The associated North American Industrial Classification System (NAICS) code for this procurement is 513199 with a small business size standard of 1000 employees. The FSC/PSC is 7610. Network Contract Office 1, Procurement Office East on behalf of The Department of Veterans Affairs intends to award a firm fixed price contract for Brand Name ProQuest selection of journal databases. No substitutions allowed. All quotes shall include documentation of authorized reseller vendor status if other than the Original Equipment Manufacturer. Award will be based upon a comparative evaluation of quotes in accordance with the Simplified Acquisition Procedures of FAR 13. Comparative evaluation is the side by side pairwise comparison of quotes based on factors resulting in a Contracting Officer decision for the quote most favorable to the Government. The following are the decision factors: price, past performance, delivery timeframe, item availability The award will be made to the response most advantageous to the Government. Responses should contain your best terms, conditions. Submission of your response shall be received not later than 12:00PM EST on 12/27/2024 at Molly.Greening@va.gov. Late submissions shall be treated in accordance with the solicitation provision at FAR 52.212-1(f).
