The purpose of this Amendment is to incorporate the following into the solicitation: To extend the proposal due date to Monday, October 7th, 2024 by 1:00PM EST. To incorporate verbiage into the Proposal Evaluation Factors section of the solicitation. The verbiage incorporated is as follows: The evaluation factors consist of Specialized Experience, Technical Approach, and Past Performance. The evaluation factors and subfactors are listed in order of relative importance. Specialized Experienced is the most important factor. Technical Approach is the second most important factor. Past Performance is the third most important factor. Specialized Experience and Past Performance, when combined, may outweigh Specialized Experience, depending on how severe the discrepancies are, or how low the overall score is.

Page 2 of 2 Project Title: Renovate and Upgrade Angio OR Suite Construction, Project Number: 650-CSI-351, Procurement Number: 36C24124R0065. This is a pre-solicitation notice synopsizing an upcoming competitive solicitation satisfying the requirements of FAR 5.201 and FAR 5.203. A Request for Proposals (RFP) will be posted on or about June 17, 2024. The requirement for a Firm Fixed Price construction project that requires a general contractor to provide all labor, materials, tools, equipment, permits, and supervision necessary to perform work. Contractor shall completely prepare site for building operations, including demolition and removal of existing structures/equipment, and furnish labor and materials and perform work as required by drawings and specifications. This project shall include, but not be limited to general construction, demolition, utility installation, finish work and other items as contained within the construction documents. After award, but prior to the start of any field work, the contractor shall contact the VA COR to review proposed methods and plans for completion of work and to review infection control procedures, interim life safety procedures, above ceiling and wall penetration permits, hot work permits and the contractors site-specific safety plan. Sustainable acquisition requirements, as required by FAR part 23 and 36.104 shall apply to this procurement. All work shall be completed in accordance with the approved contract documents. The magnitude of this project is between $2,000,000 and $5,000,000. The NAICS code for this procurement is 236220 and the size standard is $45.0 million. The solicitation is being issued in the best value continuum described in FAR Part 15.101. A bid bond is required, and the bid guarantee amount shall be at least 20 percent of the bid price but shall not exceed $3 million. This project is 100% set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB).
