A Request for Proposal will be posted on or about April 18, 2023. The 631-23-004 Repair Sewer and Bathrooms Building 1 will be at the Edward P Boland Medical Center campus in Leeds, MA. This scope of work is for a design-build project. The prime contractor will be responsible for professional services for delivering the project design as well as construction of the agreed upon construction project. The magnitude of this project is between $500,000 and $1,000,000. The NAICS code for this procurement is 237110 and the size standard is $45.0 Million. The solicitation is being issued as a Request for Proposal (RFP) under FAR Part 15. A bid bond is required, and the bid guarantee amount shall be at least 20 percent of the bid price but shall not exceed $3 million under FAR 28.101-2 (b). Pre-bid RFI Responses VA Medical Center, Leeds, MA Repair Sewer and Bathrooms Building 1 Design-Build Project # 631-23-004 SOW Attachment 1 Project Milestones identifies Phase 1 design documents to be complete at the 10% submission date 45 days after NTP. Does this phase require a complete separate package of 100% documents including specifications? VA RESPONSE: Phase 1 consists of a single room, the Canteen Office. Yes, 100% drawings and specifications pertinent to the canteen office work area will be required. Unedited TIL specifications necessary for the completion of the canteen office may be used for this construction. These specifications are not required to be used for the remainder of the project but may be incorporated. BIM and space planning data are not required for phase 1. According to the included SOW Attachment 1 Project Milestones, Phase 1 does not require any VA review prior to the 10% design submission which requires the Phase 1 100% submission. Is this correct? VA RESPONSE: A less formal review process of the Phase 1 Canteen office is anticipated within the 45 days. This may be accomplished during the weekly or bi-weekly project meetings.

Page 3 of 3 SOURCES SOUGHT: The VA Central Western Massachusetts in Leeds, MA requires a contractor to provide all labor, materials, tools and equipment, design, and construction services necessary for design and construction of a project described herein and other specific tasks in accordance with this design-build scope of work. The prime contractor will be responsible for professional services for delivering the project design as well as construction of the agreed upon construction project. All work must meet VHA Design guide standards, VHA construction and safety requirements, OSHA, EPA, and Mass DEP standards. After award, but prior to the start of any work, the contractor shall contact the Project Engineer/Manager (i.e. COR) to review proposed methods, plans, and design for completion of work and to review infection control procedures, interim life safety procedures, above ceiling and wall penetration permits and hot permits. Field work may not commence until these plans have been approved as detailed below. The spaces and requirements noted below are to be incorporated into this design-build package. These spaces are required to fit within the designated limits of construction and must meet all applicable building codes, VA master specifications, VA Design Manuals, and VA design guides. All design and work must meet current code requirements including, but not limited to IBC, ABA, ADA, NEC, NFPA, etc. The Contractor shall provide professional services to include all labor, transportation, materials, apparatus, tools, equipment and permits necessary to in accordance with this design scope of work. The VA is required to present the 65% design documents to a third-party fire review firm. This review shall have a duration of fifteen (15) calendar days in the project schedule. The purpose of this notice is to determine if there are qualified SDVOSBs or VOSBs, WOSBs, and Small Businesses that have the experience with this type of work and if such firms are interested in this procurement. The magnitude of construction is between $500,000 and $1,000,000. The NAICS code is 237110 and the small business size standard is $45 Million.
