SOURCES SOUGHT: The Boston VA Medical Center located at 1400 VFW Pkwy, West Roxbury, MA 02132 has a requirement for a Firm Fixed Price contract that includes general construction, demolition, modification, and renovation of the existing Central Boiler Plant (Building 8). PROJECT DESCRIPTION: See the attached Statement of Work for what this project includes, but it not limited to. This is not a Request for Proposal: the purpose of this notice is to determine if there are qualified SDVOSB, VOSB and Small Businesses that have the experience for this highly specialized type of work and if such firms are interested in this procurement. The sources sought notice is for a design-bid-build project. The NAICS Code is 238220 and the small business size standard is $19 Million. The PSC is Y1NB. The magnitude of construction is between $50,000,000 and $100,000,000. Interested firms should indicate their interest no later than 4:00 pm EST on 01/25/2024 via email to Contract Officer Michael.Muller@va.gov (Veterans Health Administration, Regional Procurement Office East, Network Contracting Office 1). The following information is required in response to this notice. Please number your responses (1) through (5). Your specific response to the following items is requested. There is no page limit, however five pages should be sufficient to describe your firm. A positive statement of your intention to submit a proposal in response to a solicitation for this project and include your firm s full name, address, point(s) of contact, telephone numbers and email addresses, URL, and UEI. Your firm s bonding capability (construction bonding level per single contract and aggregate construction bonding level, both expressed in dollars along with your current available bonding capacity). Evidence of your experience in replacing and installing comparable boiler projects that are highly specialized and completed within the past five (5) years. Your projects must be similar in size and scope with a construction magnitude between $20,000,000 to $100,000,000. Provide contract descriptions, location, contract dollar value and the name of the company, agency or government entity for which the work was performed. State your firm s role in the successful project (prime, subcontractor, JV member etc.) Include the name, title, email and phone number of your customer point of contact (i.e., COR, contracting officer, program/project manager). If applicable, your firm should provide proof of a valid Joint Venture or Mentor-protege agreement, by supplying the DUNS number/UEI and names of respective JV or MP principals. DETAILED PROJECT DESCRIPTION: VAMC, West Roxbury, MA: 523A4-20-208; Replace Boilers and Upgrade Controls ITEM I, All work as required by drawings and specifications, including general construction, demolition, modification and renovation of the existing Central Boiler Plant (Building 8). This project includes but is not limited to the following general outline of the project and shall be worked with all drawings included with the contract documents: The health facility steam system operates year-round for HVAC (i.e., building heating and ac reheat), medical equipment sterilization and domestic water heating. It is crucial that all tie-in work associated with the steam and condensate systems will be accomplished and completed during the warmer months (approximately April 1 through November 1) to minimize critical system shutdowns. All other work can be performed at any time as long as a phasing plan is submitted to the VA. The contractor shall plan and coordinate all required steam shut-downs with the VA COR. Steam shut-downs are limited to eight (8)-hours maximum unless approved by the VA COR and medical administration. The contractor shall also develop a construction phasing plan utilizing the phasing steps shown withing the contract documents and Drawing GI002. The contractor's phasing plan is subject to final approval by the VA. Final approved phasing plan shall not be grounds for a change order. With the exception of building 21 (research building), the construction phasing of this project will be carried out without the use of rental steam generation trailers. The objective is to leave the existing central boiler plant fully operational during construction. The new central boiler plant and emergency generator/electrical rooms and new steam tunnel will be constructed, fully operational, tested, and commissioned prior to demolition of the existing central boiler plant. Once the existing plant is removed the building shell of the central chiller plant will be erected. The design anticipates that the construction of this project will occur during five (5) major phases of construction. Provide temporary steam boilers to supply steam to the Research Building (Building 21) during construction. Provide all temporary piping, utilities, pipe supports and appurtenances. Based upon the brittle nature of cast iron, the VA prohibits the use of cast iron or malleable fittings and components in high and medium pressure steam systems (15 psi or above). All new construction or repairs must not use cast iron fittings and components or malleable fittings anywhere in the high-pressure and medium pressure steam system (15psi or above). All new construction or repairs must use cast steel or forged steel fittings only. Relocate underground utilities within the construction area of the new central energy plant. Relocate the existing salt storage tents and provide new concrete pads. Relocate the existing boiler control system from the ash tower to the existing plant breakroom. Provide new potable water, fire water, new and temporary natural gas, fuel oil, storm sewer, sanitary sewer, electric, communications, and security systems required. Coordinate new and temporary natural gas services with National Grid. Provide temporary underground natural gas supply to the existing central boiler plant. Provide new underground natural gas supply to the new central boiler plant. Provide a new blast protected central energy building. The completed building will be divided into a central boiler plant, future chiller plant, and electrical/emergency generator rooms. The building will have a second story mezzanine for offices, break room, locker room, toilets and storage areas. In addition, a third floor will be used for storage. Provide micropile foundation system designed by a Professional Engineer registered in the State of Massachusetts. Provide a structural steel frame for central energy building with steel connections designed by a Professional Engineer registered in the State of Massachusetts. Provide field-testing, laboratory-testing, and special inspections for all new construction as required by code and project documents. Relocate and or temporarily support underground utilities within the construction area of the underground pipe tunnel. 14. Provide a new underground walk-through pipe tunnel, connecting Buildings 1 and 8. The tunnel shall be provided with lights, ventilation, sump pumps, grade access and pipe racks. Provide new steam pipe vault adjacent Building 8. Fire pump addition @ building no. 1: Disconnect and relocate identified items in the contract documents. Partially demolish the addition for construction of the new pipe tunnel and construct temporary walls, roof, door, etc. Reconnect all disconnected items and ensure the system is fully operational. Relocate identified items in the contract documents. Reconstruct the fire pump addition and reconnect all disconnected items and ensure system is fully operational. Provide new blast-protected pipe bridge with catwalk and caged ladders. Provide four (4) 500 BHP, dual fuel, four-pass, wet-back fire tube boilers, exhaust stacks, burner and master boiler controls. Note: Burner shall be manufactured and tested by the boiler manufacturer. Provide deaerator and skid assembly with four (4) feed water pumps and controls. Provide condensate tank and skid assembly with two (2) transfer pumps and controls. Provide all required piping, valves, and appurtenances. Provide all required access platforms and catwalks. Provide an electric scissor lift for moving storage to and from the third level. Provide a final valve list and identify all installed valves with brass medallions with embossed identifier. Provide coordination drawings prior to installation. Provide a pipe stress analysis, signed, and sealed by a professional engineer with a current license in the state of Massachusetts for any section(s) of the piping systems that were altered or changed in addition to any alternative to component(s) originally specified within the contract design documents. The contractor will also be responsible for locating all supports, guides, expansion compensation and anchors. Provide a new wireless steam trap monitoring system to all new steam traps. The new steam trap monitoring system shall include all necessary steam trap transmitters, batteries, signal repeaters, wireless trap monitor gateway, steam trap monitoring analytics software, and system training. Provide hazardous gas detection (carbon monoxide; propane & natural gas) and monitoring system. Provide blast-resistant exterior wall intake and exhaust louvers. Provide exhaust and HVAC systems. Provide steam unit heaters. Provide air compressor and compressed air piping and hose reels. Provide new water softener, and brine tank. Provide chemical treatment system for steam generation equipment. Drain and properly dispose of the fuel oil from the existing two (2) underground 25,000-gallon tanks, flush tanks and refill with fresh no. 2 fuel oil. Saw cut concrete pad above tanks and remove existing fuel oil piping. Provide new fuel oil piping, valves and appurtenances as shown in the contract documents. Provide fuel oil filtration system. Provide new 30,000-gallon double wall vertical fuel oil storage tank for emergency generators, piping, valve, appurtenances, and concrete foundation. Provide exterior mounted fuel oil filtration skid for 30,000-gallon tank. Provide fuel oil fill station for 30,000-gallon tank. Provide HS-20 road crossing utility trench for fuel oil piping. Provide fuel oil skids boilers and emergency generators. Provide 60,000-gallon emergency water storage tank, appurtenances and concrete foundation. Provide duplex emergency make-up water pump assembly, appurtenances, heated, weather-proof enclosure and concrete pad. Temporarily relocate existing Generator with walk-in enclosure. Provide new MV duct bank from existing switchgear in Building 70 to Building 8. Relocated/Re-route underground utilities to accommodate new tunnel. Provide new lighting and power as required in the new tunnel. Provide a new standby diesel Generator, day tank, bypass isolation ATS and 3-way MTS. Provide load bank on roof. Provide a new unit Substation to include a HVL switch, Medium-Voltage transformer and Switchboard section. Provide distribution panels, step-down transformers and panelboards. All new equipment shall be rated NEMA 3R or 4X as indicated on the drawings. Provide power to new hotbox. Provide new LED lighting throughout the Boiler plant and future Chiller Plant. Provide a new lighting control system. Provide exterior lighting as shown on the drawings. Provide lighting near new fuel oil/make-up water tanks. Provide new lightning protection system for Building 8. Provide connections to all new and existing to remain equipment within the original Boiler plant. Provide a new fire alarm system tied into the existing fire alarm network. Provide new fiber optic cable and telephone cable back from Building 2 to Building 8. Provide new telecom outlets and WAPS connected to new IT equipment (data rack). Remove existing pad-mounted transformer previously feeding the original Boiler Plant. Connect existing emergency panels in Garage and Engineer Building to the new emergency system in the Boiler Plant. Provide central energy building with security system as shown in the contract documents. Provide all requirements to create a secure compound around the central energy as shown in the contract documents: Provide 10-foot-high blast wall at property line. Provide 8-foot-high security fence. Provide security cameras. Provide anti-ram gates at compound access roads with license reader. Provide PIV enabled pedestrian gates. Prior to the start of demolition, the contractor shall coordinate with the facility all equipment that will be retained by the owner. Provide new condensate pump, receiver, flash tank, piping, electrical service and appurtenances at Building No. 1. Modify the existing steam and condensate mains at Building No. 1 to accommodate new steam and condensate piping while maintaining operation of the existing steam and condensate systems. Remove steam piping, valves and appurtenances within the existing boiler plant and steam tunnel as shown in the contract documents. Remove condensate return piping, valves and appurtenances within the existing boiler plant and steam tunnel as shown in the contract documents. Remove four (4) 300 BHP fire tube boilers and one (1) 200 BHP fire tube boiler. Remove deaerator, feed water pumps, piping valves and appurtenances. Remove condensate tanks, transfer pumps, piping and appurtenances. Remove duplex condensate return assembly with 875-gallon receiver. Remove duplex condensate return assembly with 2,000-gallon receiver. Remove fuel oil pump skids, piping, valves, and appurtenances. Remove air compressors, piping, valves, and appurtenances. Remove roof-mounted exhaust fans. Remove platforms, mezzanine, associated steel and stairs indicated in the contract documents. Demolish existing central boiler plant building as shown in the project contract documents. Provide temporary shoring designed by a professional engineer for wall to remain in existing central boiler plant. Provide new hazardous material storage container and required utilities and concrete pad. After Contract Award the Contractor is required to provide a Payment Bond, a Performance Bond, Insurance certificate, a Schedule of Values and a Realistic Construction Schedule within 20 days. Once received and confirmed, the period of performance for the above-mentioned project will begin with a Notice to Proceed (NTP) issued at a Pre-Construction Meeting (Pre-Con) and shall not exceed 31 months after NTP. This period of performance includes 90 days for all submittals to be approved prior to beginning construction. As part of this solicitation the General Contractor (GC) shall submit an electronic PDF preliminary schedule showing the methodology for accomplishing the project within the period of performance.
