General Information 1.0 Introduction: The Department of Veterans Affairs (VA) Veterans Integrated Service Network 1 (VISN 1) requires a base plus four-year contract for a subscription to a combined set of EBSCO databases consisting of: the Social Work Reference Center, SocIndex, and LGBTQ+ databases from EBSCO Health in Ipswich, MA. VISN 1 Knowledge Information Service s goal is to provide integrated database access and document delivery service to all VISN 1 staff. Performance Period: Base Year: 01/01/2024 12/31/2024 Option 1: 01/01/2025 12/31/2025 Option 2: 01/01/2026 12/31/2026 Option 3: 01/01/2027 12/31/2027 Option 4: 01/01/2028 12/31/2028 Objectives The desired goal of the VISN1-wide provision of: Establish a base plus four option-year contract for this database subscription package Access to the subscribed databases and any of their selected journals, journal articles, or other documents contained within should be integrated in the discovery tool for searching. Centralized purchase to capitalize on the economies of scale offered by the vendor. Negotiate one VISN1-wide license/contract to decrease the contracting and reviewing efforts that are required at the facility level, and thereby to avoid the costs and workload associated with multiple procurements. Scope of Work: The vendor will provide all sites in the VISN1 network with access to a single online web-based product. Authentication will be via IP address validation on an enterprise basis, eliminating the need for users to enter identification, username and/or password. Users are to have immediate access from any web-enabled, networked computer or within VISN1. It is required that all authorized remote users of VPN, Citrix can have access to the products through any VA VISN 1-network system and/or CPRS and mobile access. A username and/or password option should be offered for remote users if needed. Allow mobile access when available. Product Scope: VISN1 subscription renewal to the online databases below will make up the EBSCO Database Package: Social Work Reference Center database SocIndex with Full Text database LGBTQ+ Source database These databases are unique to EBSCO. Description: Social Work Reference Center is a database information resource for social workers and mental health professionals. The resource covers topics like, aging, behavioral and mental health, clinical social work, end of life care and diversity and equality. The Social Work Reference Center includes tools such as the Evidence-Based Care Sheets that compile and summarize the best and most current clinical data relevant to specific conditions and diseases; Clinical Assessment Tools that are designed to for assessing patients through interviewing, questionnaires and guidelines for observation. SocINDEX with Full Text is a full-text database that provides comprehensive access to top-tier journals focusing on topics integral to the social worker profession. The database is searchable using Key Word Search in a Boolean logic search mode for most effective article and citation results. LGBTQ+ Source is a full-text database that provides comprehensive access to top-tier journals focusing on a wide spectrum of topics pertinent to the LGBTQ community and LGBTQ veterans. The database includes 178 full-text journals, 304 indexed and abstracted journals plus 132 peer-reviewed indexed and abstracted journals It is currently the most comprehensive database on topics concerning the LGBTQ community. Product/Information Quality: Resources are accurate, authoritative, relevant and current. The sources are well-recognized in their respective fields. When available, any images, tables and diagrams are clearly shown. Usability: Navigation within the platform is logical and easy. There is fast access to topics and subtopics. Topic linking or indexing retrieves material of high relevance quickly. The products have user friendly help and direction aids. Library Management Reports - Statistical and Usage Access reports: The Contractor shall provide access/usage statistics to the VISN1 Knowledge Information Service representatives on a quarterly schedule. The usage statistics should be in COUNTER R5 and Standardized Usage Statistics Harvesting Initiative (SUSHI) Protocol (ANSI/NISO Z39.93-2014; https://www.niso.org/standards-committees/sushi ) if available or latest version. The COUNTER Code of Practice provides a framework for the recording and exchange of online usage statistics for the major categories of e-resources (journals, databases, books, reference works, and multimedia databases). Availability of usage statistics is highly desirable for the following factors: Annual and quarterly statistics, IP level, session level, user, article and or document, in a format compatible with Excel spread sheet. Usage statistics are available to the system administrator on an enterprise level. Access, content, support: Product/service is 508 compliant. (http://www.section508.gov/) If product is not 508 compliant, vendor must describe measures being taken to bring product into compliance and date, within 12 months of contract award, that product will be 508 compliant. OR If product is not 508 compliant and vendor must describe what steps are being done to make it 508 compliant. Access to be granted through IP address validation on an enterprise basis, eliminating the need for users to enter identification, username and/or password. It is required that all authorized remote users within VA VISN 1 have access to the product through any VA networked computer system and/or CPRS. The product is compatible with most standard web browsers, which have cookies enabled. To ensure privacy, the product uses session cookies rather than persistent cookies. The product is compatible with the Windows environment. All site content and support of the web site is the responsibility of the contractor. This includes tech support to VISN 1 wide users. Any system downtime interrupting access is minimal, and when occurring the VISN 1 Systems Librarian is notified and the contractor technical support will coordinate with this person for resolution. Technical support will be available 24/7 to assist any VA VISN 1 librarian or staff with access or usage issues. Single point of contact for customer service issues is assigned to VA VISN 1. Questions are responded to on the same business day. The contractor should offer training services, on an as-requested basis. These can be web based or in person and will be organized to train VISN 1 library staff on use of the product. Specialized training sessions may be requested by VISN1 library staff. Access to usage statistics at an IP level on a quarterly schedule is required. Citations to pertinent laws, codes and regulations such as 44 U.S.C chapters 21, 29, 31 and 33; Freedom of Information Act (5 U.S.C. 552); Privacy Act (5 U.S.C. 552a); 36 CFR Part 1222 and Part 1228. Contractor shall treat all deliverables under the contract as the property of the U.S. Government for which the Government Agency shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest. Contractor shall not create or maintain any records that are not specifically tied to or authorized by the contract using Government IT equipment and/or Government records. Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected by the Freedom of Information Act. Contractor shall not create or maintain any records containing any Government Agency records that are not specifically tied to or authorized by the contract. The Government Agency owns the rights to all data/records produced as part of this contract. The Government Agency owns the rights to all electronic information (electronic data, electronic information systems, electronic databases, etc.) and all supporting documentation created as part of this contract. Contractor must deliver sufficient technical documentation with all data deliverables to permit the agency to use the data. Contractor agrees to comply with Federal and Agency records management policies, including those policies associated with the safeguarding of records covered by the Privacy Act of 1974. These policies include the preservation of all records created or received regardless of format [paper, electronic, etc.] or mode of transmission [e-mail, fax, etc.] or state of completion [draft, final, etc.]. No disposition of documents will be allowed without the prior written consent of the Contracting Officer. The Agency and its contractors are responsible for preventing the alienation or unauthorized destruction of records, including all forms of mutilation. Willful and unlawful destruction, damage or alienation of Federal records is subject to the fines and penalties imposed by 18 U.S.C. 2701. Records may not be removed from the legal custody of the Agency or destroyed without regard to the provisions of the agency records schedules. Contractor is required to obtain the Contracting Officer's approval prior to engaging in any contractual relationship (sub-contractor) in support of this contract requiring the disclosure of information, documentary material and/or records generated under, or relating to, this contract. The Contractor (and any sub-contractor) is required to abide by Government and Agency guidance for protecting sensitive and proprietary information.
