This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 36C24124Q0117 and the solicitation is issued as a request for quotation (RFQ). (iii) A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01. (iv) This requirement is being issued as an SDVOSB set-aside. The associated NAICS 238220 and small business size standard is $16.5 million. (v) The Government intends to award a firm-fixed price award for Steam Boiler Water Chemical Treatment and Testing at the Manchester New Hampshire VAMC. The chemical water treatment contractor shall provide all supplies and technical advisory services for proper chemical treatment of boiler plant water and steam as well as a cooling tower water to achieve specified results. Services will be bid as a firm fixed price. The contract will have a one-year base period with four option years. BACKGROUND The VA Medical Center in Manchester has three steam generating boilers (boilers 1, 2, & 3) and equipment that require regular chemical treatment and testing services. Boiler 2 is a fire tube boiler, and is traditionally the summer boiler, used primarily during the warmer summer months. Boilers 1 & 3 are a fire tube boiler, and is traditionally the winter boiler, used primarily during the colder winter months. The boiler inspections are conducted annually and are scheduled in a manner such that at least two of the three boilers are always available for full duty. One boiler is in use, a second boiler is always available on stand-by, and the third boiler is off-line and available for any required maintenance, cleaning, or inspection. The goals are safety, reliability and longevity of the steam and condensate piping and equipment in the boiler plant, in the steam distribution system, cooling water, and in the various buildings of the VA facility. In addition, the Medical Center has one cooling tower to be serviced, used for the kitchen mechanical refrigeration system. SCOPE Provide all equipment, labor, materials, and chemicals for the chemical treatment and testing program services for boilers 1, 2, & 3, auxiliary boiler plant equipment, and one cooling tower. Services should include the latest water treatment technology to assure a safe, dependable, and an easily maintained water treatment program. The contractor shall sample and test on station, all water to be analyzed under this contract. Scheduling of services to be staggered and coordinated with the Medical Center s annual boiler inspection schedule provided in Appendix A. The contractor shall verify the initial chemical, mineral, and metal concentrations of all water to be sampled and treated at the beginning of this contract to establish a baseline and treatment program. Provide water side inspections of all boilers, DA, and condensate receiver while the equipment is open for annual inspection. Provide detailed electronic reports for each inspection, with pictures, on the condition of water sides and provide recommendations if needed. Contractor will take samples of scale, sludge or other particulates when requested, and have them analyzed by their own laboratory and provide an electronic report back to the customer within 10 working days. Provide supplies and testing analysis for return lines, coils and heat exchangers when requested, provide onsite services for blow down controllers, chemical feed systems and perform DA efficiency testing upon request. Provide water chemical treatment and monthly testing services for the cooling tower. Treatment shall include a non-phosphate-based corrosion inhibitor, an Oxidizing biocide, and a non-oxidizing biocide. Contractor will supply all chemicals, cooling tower controller (Walchem WCT-410 or equivalent), and respective chemical pumps. Contractor will supply all chemicals, equipment, piping, and materials for a 100% hands free Polymer boiler chemical treatment program. Chemicals will be provided in a liquid form and placed in Contractor supplied storage containers. Delivery of chemicals will be from a delivery truck and bulk chemicals will be pumped from the truck to the system equivalent storage containers in the plant chemical lab. Furnish on site chemical storage containers with secondary containment. Provide bulk delivery service which delivers the chemicals directly into the on-site storage containers with no assistance necessary from VA employees other than to provide access. Boiler chemicals will include a synthetic polymer, alkaline additive, oxygen scavenger and amine for return lines. Boiler will be chemically treated to prevent, eliminate, and control corrosion, fouling, scaling, sludge accumulation, foaming and carryover, while allowing for optimum heat transfer and must be accomplished with the least amount of boiler blow down to maintain boiler efficiency. Feed water will be chemical treated for the removal of oxygen during & after de-aeration for the prevention of oxygen pitting within boilers and feed water piping. Condensate return lines will be chemically treated with F.D.A approved neutralizing amines to control carbonic acid levels in condensed steam. Contractor will supply all test equipment and test reagents needed for in the program and be responsible for maintaining adequate on-site inventory of reagents and testing supplies, shall provide testing supplies when requested within 24 hours. Cooling tower testing will be provided monthly while in operation. Tests to include inhibitor, conductivity, pH, and bacteria. Testing and service reports will be submitted electronically after each service visit. Vendor will routinely confirm with appropriate Manchester municipal officials that the monochloramine treatment system is functioning properly. A Manchester municipal water source treated with monochloramine is used at the facility. Emergency Remediation of Water Systems when testing indicates positive Legionella findings or biological exceedances. Remediation for one positive water sample The fixture and supply lines will be chlorinated by a contracted vendor. If the positive results were from pure cold-water samples or pure hot water samples, then remediate the corresponding water distribution system (hot, cold or both). If the positive results were from mixed hot/cold samples, then the minimum requirement is to remediate the hot water distribution system; the Water Safety Committee must determine if remediation of the cold-water distribution system is also needed based on additional testing or knowledge from past environmental testing results of hot versus cold water positivity. Remediation for more than one positive water sample If the water samples that tested positive are in the same area of the building or on the same water distribution loop, the area or loop will be promptly chlorinated by a contracted vendor. If the water samples that tested positive are in different areas of the building or on different water distribution loops, then promptly conduct remediation in a graded response based on location of the positive outlets. September 2022 SOP 138-11 The Water Safety Committee will review the location of the positive water samples in relation to the configurations of the building water distribution system(s) to determine the extent of remediation (i.e., fixture, areas/loops versus the entire building). Chlorination Chlorination will be conducted by a contracted vendor who will provide all equipment and materials needed to perform the remediation. The contractor will utilize personal protective equipment and engineering controls (emergency eyewash and/or shower) appropriate to the type and concentration of disinfectant used. Chlorination of water systems will consist of bringing chlorine levels to at least 2 mg/L and maintaining that level throughout the systems for at least 2 hours but not exceeding 24 hours and flushing all outlets. Chlorine levels will be measured at various outlets throughout the associated water system to ensure adequate distribution. If retesting after chlorination indicates that Legionella is still present in the water distribution system(s), it may be necessary to repeat chlorination with a higher concentration of chlorine (e.g., at least 10 mg/mL free chlorine residual throughout the system and at outlets for 24 hours). Consultation with HEFP is required for implementation of chlorine levels higher than 10 ppm. Post Remediation The outlets will be retested at least 24 hours after remediation is complete. If remediation was successful, then the quarterly environmental validation cycle is complete. The VAMC may choose to conduct additional testing in the area of the positive fixture to determine if more extensive remediation may be beneficial. If the remediation was not successful, assess the remediation procedure and repeat remediation and retesting until the remediation is successful. Low-level Chlorination to treat the domestic Cold/Hot Water supply lines in the main building with summary report of testing. Need funding for three services as needed during each Year of contract. APPLICABLE DIRECTIVES The written recommendations of the equipment manufacturers. The requirements and recommendations of NFPA 85 Boiler and Combustion Systems Hazards Code including applicable appendices. Medical Center, Facility Services Policy, FS-7. VA Directives 1810. ASHRAE Std 188P-PPR2 and ASHRAE Guideline 12. VHA IL 10-2013-001. PERFORMANCE REQUIREMENTS All work shall be completed such that the integrity of the systems is maintained. All work shall be done in accordance with OSHA, EPA regulations, NFPA codes, with particular attention to NFPA 85, VA codes, Federal, State, and local regulations throughout the course of this project. The Contractor will be required to sign in and out at Building #7 with the Boiler Plant Operator on duty. All testing will be performed between the hours of 7:30am to 4:30 pm Monday thru Friday monthly as coordinated with the COR, excluding holidays. All service shall be accompanied by an electronic slip for monthly testing of boilers and auxiliary equipment. Contractor will also provide electronic web link which will maintain, track & provide trending displays for daily, monthly, and annual chemical testing results that can be accessed, viewed, and printed by plant personnel. All personnel performing testing will have available and wear proper personnel protective equipment for the task. Contractor will be required to meet all requirements of the OSHA 10-hour safety course and provide current certificate of completion to Contracting Officer. Implement a management and communication program that will assure an effective customized chemical treatment program and target long-term system improvements. The contractor must operate (or continuously maintain a contract with) a state certified laboratory to perform complete scientific analyses of water chemistry, deposits, metallic materials affected by corrosion and provide recommendations for correction of problems related to the chemical and mechanical water treatment program. A Professional Chemist shall supervise the laboratory. All chemical containers shall be labeled with complete information on contents and associated hazards (as required by 29 CFR 1910.100) and shall be returnable. Containers with missing labels shall be removed from the site. All containers remain the property of the contractor and must be immediately removed from; the site when they are no longer needed at the site. Total hardness in feed water shall be less than one part per million (ppm). Advise VA personnel on proper softener monitoring and operation. Dissolved oxygen in the feed water shall be 7 parts per billion (ppb) maximum with oxygen scavenger treatment temporarily suspended. If it exceeds 12 ppb, provide recommendation to boiler plant supervisor that de-aerator must be inspected and repaired. Prevent embrittlement of boiler pressure vessels. Condition the boiler sludge to obtain effective bottom blow off. Boiler residual of sodium sulfite, 60-90 ppm. Boiler phosphate residual, 20-40 ppm. Total dissolved solids (TDS) in boilers as high as possible, but not to exceed 4000 ppm. Total alkalinity in boilers 800 ppm maximum (1/5 x solids TDS). Maximum suspended solids in boilers 350 ppm, maximum silica 250 ppm. Boiler polymer dispersant residual as recommended by supplier. There shall be no pitting corrosion. There shall be no scale and deposit formation in the boilers. Moisture content of the steam shall not exceed one percent. Perform condensate conductivity tests at a steam trap near the boiler steam outlet (at a point with no amines) to evaluate the moisture content of the steam. If necessary, utilize an antifoam agent to limit solids carryover in the steam from the boilers and to control boiler priming, foaming, and misting. Control boiler water chemistry to minimize blow down and thus improve efficiency. Provide steam amine treatment to provide condensate pH of 8.0 8.5 at each condensate receiver throughout the facility and in the condensate storage tank in the boiler plant. Feed the amines into the boilers instead of the steam header to achieve even dispersal throughout the distribution system. Control corrosion rates. Steel corrosion rates shall be less than 2.0 mils per year. Copper corrosion rates shall be less than 0.2 mils per year. Establish layer of magnetic iron oxide (black or dark gray in color) on all steel surfaces as a corrosion barrier. The instructions shall cover all aspects of safe chemical handling and safe and accurate testing, and proper chemical feed quantities and methods to suit the plant operating parameters and water treatment performance requirements. Provide three two-hour training sessions within two months of the start of a new contract. The first session shall be within one week of the start of the contract. Provide one two-hour training session every six months after the new contract has been in force for six months. As a minimum, perform the following tests monthly, provide complete written reports with all test results and recommendations, and review reports with plant supervisor: Condensate return systems: pH, hardness, dissolved iron and copper, total dissolved solids (conductivity), amine. Condensate conductivity at a steam trap near the boiler steam outlet. Test the condensate for pH at representative samples of condensate receivers throughout the facility at least twice per year. Vary the sample sites every year. Make-up water including soft water: pH, alkalinity, hardness, total dissolved solids, suspended solids, and silica. Boiler feed water: Dissolved oxygen, pH, alkalinity, hardness, total dissolved solids, suspended solids, and silica. Feed water dissolved oxygen shall be tested twice per year with oxygen scavenger chemical treatment suspended so that feed water de-aerator performance can be evaluated. Boiler water: Total dissolved solids, suspended solids, sulfite, phosphate, and alkalinity. Continuous blow down systems: Check calibration and settings monthly. Chemical feed systems: Advise plant supervisor on adjustments to maintain proper chemical dosage and feed rates and blow down rates. Visit the plant weekly during the first three months of the new contract. After three months, visit the plant monthly, perform tests listed above and review daily logs of tests performed by boiler plant personnel. Discuss the test results with the plant supervisor. Provide recommendations on treatment methods and consult on boiler plant and steam and condensate distribution systems problems as requested. Send water samples to the laboratory as necessary to resolve problems and questions. Make additional visits at the request of the plant supervisor/COR to handle problems. Conduct waterside inspection of boilers, and review photos of feed water de-aerator and condensate storage tanks at least once per year. Through the Contracting Officer s Representative (COR), coordinate the boiler and feed water de-aerator inspection to coincide with the inspection by the Qualified Professional Inspector (boiler inspector). VA personnel will prepare equipment for inspection. Provide recommendations on wet and dry boiler lay-up procedures, including monitoring, of boilers not in service. Provide recommendations on proper operation of continuous boiler blow down systems and boiler bottom blow off procedures. Test corrosion coupons from condensate lines once per year and provide report. VA personnel will install, remove, and deliver the coupons to the water treatment specialist. Any deficiencies or problems noted with VA test results or with the water treatment specialist s test results are to be reported immediately to the plant supervisor. If problems are found, corrective actions must be recommended immediately, chemicals as necessary provided, and tests performed as necessary to confirm that desired results are achieved. Situations requiring more frequent analysis and/or special testing other than the specified requirements may arise. A separate purchase order will be issued to cover the costs associated with extra tests upon request and justification from the contractor. The contractor shall have been in business providing chemical treatment of boiler plant and steam distribution systems similar in design and annual steam production rates to that of the Medical Center. Provide a list of at least 3 customers like VA who have utilized the services for boiler chemical treatment in the past 3 years. A detailed list of the chemical treatment and testing activities proposed and the frequencies that they will be performed. Provide information on the normal time delivery time for chemicals. One water treatment specialist who has a bachelor s degree in chemical engineering or the physical sciences from an accredited college or university shall be assigned to this contract. The water treatment specialist must have at least five years successful experience with boiler water treatment programs. OTHER CONSIDERATIONS FOR PROPOSAL: The provisions of all applicable NFPA, OSHA, EPA, and VA regulation, Federal, State, and local laws or regulations shall be always followed. All labeling, shipping, handling, and disposal of chemicals and containers must meet these guidelines. Safety Data Sheets (SDS s) must be submitted to the Contracting Officer s Technical Representative (COR) for approval for all hazardous materials before they are brought to the work site. Chemicals proposed for the initial treatment program must be pre-approved prior to delivery. Two weeks prior notice and Medical Center Director s approval is required for all work that involves shutting down any of the boiler s systems. Work requiring a shutdown may likely be required to be performed outside of normal working hours. End of day clean-up of the work area(s) is mandatory, and all trash shall be bagged and properly disposed of offsite. Any oil or chemical waste generated from maintenance of VAMC equipment shall be identified and communicated to the COR. The COR will contact the GEMS Coordinator and will provide information to the vendor for proper onsite collection. Contractor must include the disposal of existing unused chemicals upon making any changes to the existing treatment program. Hot Work Permits (for welding, brazing, soldering, torch cutting, etc.) are to be applied for through the COR. Penetration permits for any wall penetrations shall also be required. Confined Space Permits (for entry into boiler cavities) are to be applied for through the COR. Contractor vehicles, including those of their employees, are to be parked in the lower level of Lot D. Exclusion: Any vehicle directly involved in the cleaning and removal of debris from the boilers. Deliveries are permissible adjacent to building 7 on a case-by-case basis and COR approval.
