The West Haven VA Connecticut Healthcare System has a requirement for a Firm-Fixed contract replacing the Boiler Plant Pressure Reducing Stations #1 and #2 Replacement, project 689-24-130 as they are aged, in failed condition and a present safety hazard. The contractor shall provide all labor, shop drawings, materials, and equipment to replace the pressure reducing valves, shut off valves, strainers, safeties, steam traps, and other associated steam and condensate components contained within the 2-steam pressure reducing stations located within the Boiler Plant. Contractor shall prefabricate all piping including steam traps assembly offsite, perform radiographic examination of 100 percent of the welds and pressure test before piping to the site for assembly. The Contractor shall provide professional services to include all labor, transportation, materials, apparatus, tools, equipment and permits necessary to in accordance with the scope of work. The North American Industry Classification System (NAICS) code is 238220 and the small business size standard is $19 Million. There have been repeated issues with calibration and adjustment of the steam PRV stations and have safety deficiencies due to age and operating conditions. The purpose of this Sources Sought Notice to determine if there are qualified SDVOSB and VOSB that have the experience with this type of work and if such firms are interested in this procurement. The magnitude of construction is between $500,000 and $1,000,000. Interested firms should contact Cecilia Antwi in writing no later than 4:00PM EST June 7, 2024, via email at Cecilia.ntwi@va.gov. To qualify as interested in this project, information pertaining to the following 7 components must be submitted in response to this Sources Sought Notice on or before June 7,2024, at 4:00PM EST: Statement of Intent that a Proposal/Bid will be submitted to the future Solicitation for this project that includes the company s System for award Management Unique Entity Identifier (SAM UEI) Number and the company s Data Universal Numbering System (DUNS) Number. Verification of registration in SBA Veteran Small Business Certification (VetCert) Evidence of successful previous experience with the installation of Boiler Plant Steam Reducing valves. Evidence of successful previous experience with installation of Boiler Plant Steam Pressure Reducing valves and/or Boiler Plant Steam projects in a hospital environment. Evidence of successful previous experience with utilities including HVAC and boiler plant Insulation, Boiler Plant Piping Systems, Advanced Utility Systems, Planting and Commissioning of Site Utility Systems. Provide one project showing your experience where you conducted construction work in a hospital or patient care setting. Verification through VetBiz on the Vendor Information pages (VIP) as a SDVOSB or VOSB under the VAICS code 238220. Prime shall provide proof of insurance for a construction project of this magnitude. Interested firms shall hold active SAM registration. Visit www.sam.gov to register in this database. SDVOSB or VOSB firms shall be certified by Veterans Small Business Certification (VetCert) and Veterans Small Business Certification (sba.gov). All information must be in sufficient detail for a decision to be made on the availability of interested firms. Failure to submit all information requested will result in a contractor not being considered. If adequate interest is not received to this Sources Sought Notice by SDVOSBs, VOSBs, and/or small businesses, then this project will not be set-aside.
