PURPOSE: The purpose of this Sources Sought notice is to discover if there are Interested and SBA-certified SDVOSB, VOSB, or other Small Business concerns capable of performing services described in the attached Scope of Work. This is not a Request for Proposal or any other pricing information. SOURCES SOUGHT: The VA Providence Healthcare System (VAPHS), 830 Chalkstone Avenue, Providence, RI 02908, has a requirement for a Firm Fixed Price (FFP) Contract, for Architect/Engineer (A/E) Professional Engineering Services. GENERAL SCOPE OF WORK: Architect/Engineer (A/E) Professional Engineering Services are needed to provide design & construction documents and construction period services to reconfigure / re-purpose the existing Morgue at Providence VAPHS to Office space. The project will renovate approximately 1100 gross square feet (GSF) that is located in the basement of the main hospital Building 1. The addition will be comprised of the following: Renovate room 23 (to include removing the existing toilet and storage room) to office space. Renovate room 23A to include replacing the existing morgue freezer located in 23A with a new six body mortuary cooler freezer. Renovate rooms 23B and 22 (locker room /shower) to sample storage. The renovated space will require modifications and additions to the HVAC, plumbing, electrical, fire protection as well as architectural work. Specialty work may include but is not limited to an Industrial Hygienist for asbestos, PCBs, and lead. Due to the age of the facility there is a potential for asbestos, PCBs, and lead in each area of the project and as such should be documented and identified for the applicable project area. Refer to the attached Scope of Work for full project requirements. NAICS: The NAICS code for this Project is 541330 (Engineering Services), Small Business size standard is $25.5 million. MAGNITUDE OF CONSTRUCTION: is between $500,000 and $1,000,000 PROJECT SCOPE OF WORK: The Scope of Work and drawings are attached to this Sources Sought Notice. RESPONSE INFORMATION: The information below is requested from Firms who are interested in responding to this Sources Sought Notice. Please DO NOT submit any Cost or Pricing information with your Firm s Statement of Interest response. STATEMENT OF INTEREST: Interested and qualified SDVOSB, VOSB, and/or SB Firms must indicate their interest by submitting a written Statement of Interest. Submit a statement of interest that your Firm is interested in submitting a proposal when/if a solicitation is issued for this project. Include: Small Business type, Company s SAM UEI. The statement of interest must provide a clear and specific statement that your Firm has experience and qualified personnel to meet requirements described in the attached Scope of Work. Statement of interest should briefly describe 3-5 projects similar in scope and complexity as A/E services described in the attached SOW; also provide total dollar amount for each project. Length of the Signed Statement of interest can be from one (1) to five (5) pages. If the requirement is set aside for any small business category, the contractor will need to comply with the 50% performance requirements--not necessarily self-performance--with their own forces or those of a similarly situated SB concern. Interested Firms must be registered in the System for Award Management (SAM). Interested Firms can register at https://www.sam.gov/content/home.
