This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source contract for firm-fixed price, Indefinite Delivery Indefinite Quantity contract from 08/28/2023 08/27/2028 with Beaulieu, Saunders & Kostin LLP, 565 Roundeville Rd., Unit 5, Rochester, MA 02770-2020, SAM UIE # V55ACL25SC35. The purpose of this acquisition is to obtain Guardianship Support Attorney Services. The VA Boston Healthcare System (VHABHS) is seeking legal representation for the filing and disposition of guardianship cases where a Veteran lacks the capacity to speak on their own behalf and there is no legal decision maker that can make decisions necessary for the Veterans care and well-being. VHABHS is an integrated healthcare system comprised of three main campuses: Jamaica Plain Campus in Boston, West Roxbury Campus in West Roxbury, and Brockton Campus in Brockton, and 5 community-based outpatient clinics (CBOC). VABHS is the tertiary care facility for VISN 1 and provides services for Veterans of Maine, New Hampshire, Vermont, Massachusetts, Rhode Island, and Connecticut. The main health care service offerings are outpatient, inpatient, extended care, and telehealth care. Because Beaulieu, Saunders & Kostin LLP is the only vendor/contractor that can provide Guardianship Support Attorney Services with an established BAA, this acquisition will not be competed. Since the intent is to procure this on a sole source basis, no solicitation will be posted to SAM.gov, Contracting Opportunities. The NAICS is 541110. The size standard is $15.5 Million. The PSC/FSC is R418. The authority for this action is FAR 6.302.1-1 Only One Responsible source and no other supplies or services will satisfy agency requirements.
