This is not a solicitation. The Department of Veterans Affairs intends to complete a sole source award for a 12-month base and (4) annual option years to obtain the services necessary to publish marketing material produced by the Department of Veteran s Affairs over Military.com. Monster Government Solutions, Inc., 8280 Greensboro Drive, STE 900, Mclean, VA 22102, is the only company that operates the publishing rights to Military.com. The VA Outreach office will be responsible for any design and creative content for the advertising and marketing material. This procurement is for the space to advertise within the Military.com publications, not to find a business to create an advertising and marketing plan. Since the intent is to procure these services on a sole source basis, no solicitation will be posted to FedBizOps (FBO). The applicable NAICS code is 513120 Periodical Publishers Size Standard 1500 employees. The FSC/PSC is R701 Support Management Advertising. The authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. 1901 and is implemented by for restricting competition on this procurement via FAR 13.106-1(b)(2). STATEMENT OF WORK PROJECT OVERVIEW Following is a preliminary scope of work for advertising and related services to be provided Military.com on behalf of the VA New England Healthcare System. A. GENERAL INFORMATION Title of Project: Military.com Advertising and Marketing campaign Scope of Work: The contractor shall provide the resources and services necessary to complete: Sponsored content of Miliary.com Performance Period: The contractor shall deliver services between the dates of September 14, 2023 through September 13, 2024, unless otherwise directed by the Contracting Officer. Managing Agency: The VISN Business Office is managing this project. The VISN Outreach Coordinator, in consultation with the Contracting Officer s Technical Representative (COTR), shall be the contractor s principal point of contact regarding the execution of the contract s requirements. B. Sponsored Links-550,000 impressions Deliverable 1: Execution - The contractor shall execute the advertising services as described in this SOW. Deliverable 2: Completion - The contractor shall provide all resources and services necessary for the delivery of packages to the expectations of the Outreach staff within the performance period listed above. DELIVERABLE DATE 1 Execution September 14, 2022 2 Completion September 13, 2023 C. SCHEDULE OF DELIVERABLES The contractor s performance period dates will serve as the schedule of delivery for the deliverables specified. D. RECORDS MANAGEMENT Citations to pertinent laws, codes and regulations such as 44 U.S.C chapters 21, 29, 31 and 33; Freedom of Information Act (5 U.S.C. 552); Privacy Act (5 U.S.C. 552a); 36 CFR Part 1222 and Part 1228. Contractor shall treat all deliverables under the contract as the property of the U.S. Government for which the Government Agency shall have unlimited rights to use, dispose of, or disclose such data contained therein as it determines to be in the public interest. Contractor shall not create or maintain any records that are not specifically tied to or authorized by the contract using Government IT equipment and/or Government records. Contractor shall not retain, use, sell, or disseminate copies of any deliverable that contains information covered by the Privacy Act of 1974 or that which is generally protected by the Freedom of Information Act. Contractor shall not create or maintain any records containing any Government Agency records that are not specifically tied to or authorized by the contract. The Government Agency owns the rights to all data/records produced as part of this contract. The Government Agency owns the rights to all electronic information (electronic data, electronic information systems, electronic databases, etc.) and all supporting documentation created as part of this contract. Contractor must deliver sufficient technical documentation with all data deliverables to permit the agency to use the data. Contractor agrees to comply with Federal and Agency records management policies, including those policies associated with the safeguarding of records covered by the Privacy Act of 1974. These policies include the preservation of all records created or received regardless of format [paper, electronic, etc.] or mode of transmission [e-mail, fax, etc.] or state of completion [draft, final, etc.]. No disposition of documents will be allowed without the prior written consent of the Contracting Officer. The Agency and its contractors are responsible for preventing the alienation or unauthorized destruction of records, including all forms of mutilation. Willful and unlawful destruction, damage or alienation of Federal records is subject to the fines and penalties imposed by 18 U.S.C. 2701. Records may not be removed from the legal custody of the Agency or destroyed without regard to the provisions of the agency records schedules. Contractor is required to obtain the Contracting Officer's approval prior to engaging in any contractual relationship (sub-contractor) in support of this contract requiring the disclosure of information, documentary material and/or records generated under, or relating to, this contract. The Contractor (and any sub-contractor) is required to abide by Government and Agency guidance for protecting sensitive and proprietary information. E. GOVERNMENT RESPONSIBILITIES Government shall provide information to help develop designated topics and shall make available appropriate VA contacts as required by the work plan. The government shall complete and release required reviews and approvals in a timely manner and in accordance with the work plan. 6500.6 form: Requirements do not apply and a Security Accreditation Package is not required.
