SELECTION CRITERIA AWARD INFORMATION: As of result of this RFQ, the Government intends to award one Contract to the responsible offeror whose offer conforms most to the solicitation and offer that is deemed the most advantageous to the Government. The following information will be used to evaluate each offer. Award will be made on the basis of the technical qualifications and price reasonableness. Failure to provide all information and documents may cause the offer to be deemed nonresponsive, and the offer may be removed from further consideration. TECHNICAL QUALIFICATION: Submit three (3) projects similar in size, scope, and complexity as the services describe the attached Scope of Work. Submit resumes for key personnel and first-tier subcontractor personnel who will work under the resultant contract. Technical qualifications will be evaluated based on the ratings shown below: TECHNICAL QUALIFICATIONS RATINGS RATING DESCRIPTION Good Technical qualifications exceed SOW requirements; has an above average probability of success; minor weaknesses appear to be correctable. Acceptable Technical qualifications meet SOW requirements; has an average probability of success; minor weaknesses appear to be correctable. Unacceptable Technical qualifications do not significantly meet SOW requirements; low probability of success. PRICING INFORMATION: At a minimum, price proposal information must include fully loaded labor rates, proposed hours, travel, material, etc (for successful completion of all services described in the attached SOW services). Price proposals will be evaluated on the basis of price reasonableness to the Government. INSTRUCTIONS INFORMATION SITE VISIT: One site visit is scheduled for December 27, 2023 at 10:30 AM ET. Only one site visit will be conducted. Participants are to meet at: 830 Chalkstone Avenue, Providence RI, 02908, Building T-28 Construction Trailers. A mask may be required to be worn inside any medical facilities. RFI/QUESTIONS: Questions must be submitted in writing only by: January 5, 2024 by 14:30, to pearl.wray@va.gov. Page 1 of 2 PURPOSE: The purpose of this Sources Sought notice is to discover if there are Interested and SBA-certified SDVOSB, VOSB, or other Small Business concerns capable of performing Design-Build services described in the attached Scope of Work. This is not a Request for Proposal nor is it requesting any other pricing information. SOURCES SOUGHT: The VA Providence Healthcare System (VAPHS), 830 Chalkstone Avenue, Providence, RI 02908, has a requirement for a Firm Fixed Price (FFP) Contract, for Design-Build Services to construct and install two maintenance platforms with stairs and one additional access stair that leads to an existing platform for the Building 9 Chiller Units, located at the VAPHS. GENERAL SCOPE OF WORK (Design-Build): Construction services include design, fabrication and installation, including all labor, transportation, materials, apparatus, tools, equipment and permits necessary to construct and install two maintenance platforms with stairs and one additional access stair to existing platform for the Building 9 Chiller Units. The purpose of the platforms is to allow access to the compressor sections of the Chiller units and the additional stairs is to allow access to existing platform. RESPONSE INFORMATION: The information below is requested from Firms/Parties who are interested in responding to this Sources Sought Notice. Please DO NOT submit any Cost or Pricing information with your Company s Statement of Interest response. STATEMENT OF INTEREST: Interested and SBA-certified SDVOSB, VOSB, other Small Business concerns must indicate their interest by submitting a written Statement of Interest. Submit a statement of interest that your Company intends to submit a proposal when a solicitation is issued for this project. Include: Small Business type and Company s SAM UEI. The statement of interest must provide a clear and specific statement that your company has experience and qualified personnel to meet requirements described in the attached Scope of Work. Statement of interest should briefly describe 3-5 projects similar in scope and complexity as Design-Build services described in the attached SOW, also provide total dollar amount for each project. Length of the Signed Statement of interest can be from one (1) to five (5) pages. If the requirement is set aside for any small business category, the contractor will need to comply with the 50% performance requirements--not necessarily self-performance--with their own forces or those of a similarly situated SB concern.
