The Department of Veterans Affairs intends to award a sole source contract with:   Federal Contracts Corp (094261935) 12918 N. Nebraska Ave. Tampa, FL 33612 Unique Entity ID (SAM): TK67EL9NPMD9 The Department of Veterans Affairs VA Medical Center intends to award a purchase order, Firm Fixed Price, Sole Source contract for Taylor Dunn Bigfoot Equipment with Federal Contracts Corp, a Service-Disabled Veteran Owned Small Business. VAMC Brockton has standardized to Taylor-Dunn equipment and accessories. Staff are trained on the use and application of the Tylor-Dunn Bigfoot-S Electric Burden Carrier. The intent is to procure these services on a sole source basis. Documentation has been provided by WAEV Inc., the OEM (Original Equipment Manufacturer) for Taylor Dunn. The OEM asserts that the SDVODB distributor, Federal Contracts Corporation, possesses a peculiar capability to supply the required Taylor Dunn Bigfoot-S, Electric Burden Carrier via GSA FSS (Federal Supply Schedule /MAS (Multiple Award Schedule) . The authority for applying the Simplified Procedures for Commercial Items of FAR 13.5 is 41 U.S.C. 1901. This statute is implemented for restricting competition on this procurement via VAAR 819.7008. The intent is to procure the services mentioned above on a sole source basis. No solicitation will be posted to Contract Opportunities. The primary North American Classification System Code (NAICS) is 336110. Statement of Objectives (SOO) SCOPE OF REQUIREMENT We are requesting the procurement of one Taylor and Dunn Bigfoot S Electric Burden Carrier. Our Brockton VAMC campus is almost a mile long and our Safe Patient Handling & Mobility (SPH&M) Team has expanded over this past year to keep up with the fight of preventing our Direct Care Providers from getting injured during patient care. Part of that expansion included our team opening a Patient Simulation lab in building 7 which led to our offices being also moved over to this distant location. However, the VAMC has multiple storage closets and one main storage area in building 3 about 20 mins away from our offices. Therefore, require this Electric Burden Carrier as we are constantly visiting various wards including the warehouse and have to hall many patient slings, heavy roll boards, transfer boards, small patient lifts, air pumps that are just too heavy and bulky for a pushcart. Therefore, our local Logistics and engineering team approved for our Brockton Nursing department, particularly, our SPH&M team, to acquire a two-person drivable electric Taylor and Dunn Bigfoot S Electric Burden Carrier. The VAMC must have this vehicle be able to drive two full size adults in the front seat area at the same time as it is our part of our SPH&M policy that two people must always be present when lifting involves greater than 35 lbs. The VAMC also must have Taylor and Dunn as this is the only style of electric Burden Carrier we have ever procured and that our engineering department knows how to maintain. The Department of Veteran Affairs, VISN 01, VA Boston Healthcare System at our Brockton Campus, due to the above reasons, has a need for a procurement for one (1) Bigfoot Burden Carriers | Taylor-Dunn Model S. The objective of this task order is to provide: A safer work and clinic environment for our SPH&M team members and to improve the efficiency of this team as it is now taking 30-40 minutes to walk back and forth every time an item is needed in the large SPH&M closet in building 3. Improving efficiency in this area will lead to more time that our SPH&M specialists will be able to have with veteran patients and their caregivers solving complicated transfer, repositioning, or transport problems. The Government Agency owns the rights to all data/records produced as part of this contract. Contractor must deliver sufficient technical documentation with all data deliverables to permit the agency to use the data. Contractor agrees to comply with Federal and Agency records management policies, including those policies associated with the safeguarding of records covered by the Privacy Act of 1974. These policies include the preservation of all records created or received regardless of format [paper, electronic, etc.] or mode of transmission [e-mail, fax, etc.] or state of completion [draft, final, etc.]. No disposition of documents will be allowed without the prior written consent of the Contracting Officer. The Agency and its contractors are responsible for preventing the alienation or unauthorized destruction of records, including all forms of mutilation. Willful and unlawful destruction, damage or alienation of Federal records is subject to the fines and penalties imposed by 18 U.S.C. 2701. Records may not be removed from the legal custody of the Agency or destroyed without regard to the provisions of the agency records schedules. Contractor is required to obtain the Contracting Officer's approval prior to engaging in any contractual relationship (sub-contractor) in support of this contract requiring the disclosure of information, documentary material and/or records generated under, or relating to, this contract. The Contractor (and any sub-contractor) is required to abide by Government and Agency guidance for protecting sensitive and proprietary information.
