This solicitation is being issued as an SDVOSB set-aside. The limitations of subcontracting, as described in VAAR 852.219-75, will apply to any potential contract. If award cannot be made, the solicitation will be cancelled, and the requirement resolicited. The Department of Veterans Affairs, Veterans Health Administration, intends to solicit quotes from contractors to provide Shredding services for the Manchester VAMC in Manchester, NH and its associated CBOCS and leased buildings. NAICS Code is 561990 with a Small Business Size Standard of $14.5M. The product/service code is R614. Prospective Offerors are encouraged to register their interest in the solicitation on the Contracting Opportunities website (beta.sam.gov) so that they are notified of the issuance of the solicitation and any amendments. This is a pre-solicitation notice synopsizing an upcoming RFQ solicitation to satisfy the requirements of FAR 5.201 and 5.203. All interested parties should register via FEDBIZOPPS interested vendors list. It is the responsibility of the offeror to monitor and download amendments from FebBizOpps which may be issued to this solicitation. In accordance with FAR 52.204-7, FAR 2.101, and VAAR 802.101, prospective firms must be registered in SAM (www.sam.gov), and in VetBiz (www.vetbiz.gov) databases prior to award. (Note: all vendors claiming Small Business status in accordance with the Veteran's First Contracting Program must be VERIFIED by the Office of Small Disadvantaged Business Utilization's Center for Veteran's Enterprise (CVE) prior to receiving an award under the program).

The Government will NOT be responsible for any costs incurred by interested businesses responding to this Sources Sought. The purpose of this notice is to conduct market research only. Description of Requirement: DOCUMENT DESTRUCTION-SHREDDING SERVICES SUMMARY This contract is for on-site shredding and disposal of paper materials. This contract shall be effective from December 29, 2023 through December 28, 2024. This agreement may be extended for 4 option years at the request of the Government. SCOPE OF WORK The US Department of Veterans Affairs, VA Manchester Healthcare System intends to use the services of a contractor to provide document destruction for documents containing classified, sensitive and medical information. The contractor shall provide all labor and equipment and shall be responsible for disposing of shredded materials. Shredding must be witnessed by a federal employee authorized to witness destruction of sensitive materials. Contractor is responsible for maintaining liability insurance for the duration of the contract and for following all pertinent federal and state regulations with regards to destruction of classified medical documentation. While on VA Manchester healthcare facility premises, Contractor personnel must wear a common uniform or identification with the contractor's name printed in neat and professional manner to be easily visible and readable. All vehicles/trucks utilized for Document Destruction/Shredding Services must be properly identified with contractor name. Collection containers should not include contractor contact information. The contractor will provide the services identified in this contract between the hours of 8:00 AM and 4:30 PM, Monday through Friday. The contractor will provide a schedule for paper shredding for one (1) main campus, four (4) Community Based Outpatient Clinics (CBOC's), and one (1) VA leased space called the Brady Sullivan building. Prior Government contract work is not required to submit a response under this Sources Sought synopsis. The intent of the project is to award a firm fixed price purchase order agreement for one base year and four possible option years. The limitations of subcontracting will apply to any potential contract. The NAICS Code is 561990 and the size standard is $14.5 million. This notice is published to conduct market research to determine if there are any capable businesses that can perform this requirement to warrant a solicitation set-aside. Registration for any SD/VOSB s interested may be accomplished at https://www.vip.vetbiz.va.gov/. All SD/VOSB interested firms must be registered in VETBIZ.GOV and Verified by VA CVE and registered in SAM to be eligible for award of Government contracts. Interested parties responding to this Sources Sought shall submit the following information at a minimum: (1) company name and address, point of contact with phone number, and DUNS number; (2) documentation relating to technical capability of performance for requirements to include references with current point of contact and phone number); (3) companies seeking preference based on being a veteran owned business concern must provide proof of registration in the VA Vet Biz. The response date to this notice is 5/18/2023 at 10:00 AM EST. This market research is for informational and planning purposes only.
