This solicitation is being issued as a Small Business set-aside. The limitations of subcontracting, as described in VAAR 852.219-75, will apply to any potential contract. If award cannot be made, the solicitation will be cancelled, and the requirement resolicited. The Department of Veterans Affairs, Veterans Health Administration, intends to solicit quotes from contractors to provide Shredding services for the Togus VAMC in Augusta, ME and its associated CBOCS. NAICS Code is 561990 with a Small Business Size Standard of $14.5M. The product/service code is R614. The VA has already issued a solicitation for this requirement on 5/30/2023 in an error caused in the contracting system. The solicitation number 36C24123Q0599 is active. The solicitation will provide instructions to contractors about the quote submission process. Prospective Offerors are encouraged to register their interest in the solicitation on the Contracting Opportunities website (beta.sam.gov) so that they are notified of the issuance of the solicitation and any amendments. This is a pre-solicitation notice synopsizing an upcoming RFQ solicitation to satisfy the requirements of FAR 5.201 and 5.203. All interested parties should register via FEDBIZOPPS interested vendors list. It is the responsibility of the offeror to monitor and download amendments from FebBizOpps which may be issued to this solicitation. In accordance with FAR 52.204-7, FAR 2.101, and VAAR 802.101, prospective firms must be registered in SAM (www.sam.gov), and in VetBiz (www.vetbiz.gov) databases prior to award. Description of Requirement: DOCUMENT DESTRUCTION-SHREDDING SERVICES SUMMARY This contract is for on-site shredding and disposal of paper materials. This contract shall be effective from September 01, 2023 through August 31, 2024. This agreement may be extended for 4 option years at the request of the Government. SCOPE OF WORK The US Department of Veterans Affairs, VA Maine Healthcare System intends to use the services of a contractor to provide document destruction for documents containing sensitive and medical information. The contractor shall provide all labor and equipment and shall be responsible for disposing of shredded materials. Shredding must be witnessed by a federal employee authorized to witness destruction of sensitive materials. Contractor is responsible for maintaining liability insurance for the duration of the contract and for following all pertinent federal and state regulations with regards to destruction of classified medical documentation. While on VA Maine healthcare facility premises, Contractor personnel must wear a common uniform or identification with the contractor's name printed in neat and professional manner to be easily visible and readable. All contractor vehicles and collection containers will be clearly identified with the company's name. Collection containers should not include contractor contact information. The contractor will provide the services identified in this contract between the hours of 7:00 AM and 4:30 PM, Monday through Friday. The contractor will provide a schedule for paper shredding for one (1) main campus, and seven (7) Community Based Outpatient Clinics (CBOC's). Prior Government contract work is not required to submit a response under this Sources Sought synopsis. The intent of the project is to award a firm fixed price purchase order agreement for one base year and four possible option years. The limitations of subcontracting will apply to any potential contract. The NAICS Code is 561990 and the size standard is $14.5 million. This notice is published to conduct market research to determine if there is a sufficient number of certified Veteran Owned Small Businesses (VOSB) or Small Business entities capable of performing the requirements to warrant a solicitation set-aside. Registration may be accomplished at https://www.vip.vetbiz.va.gov/. All VOSB interested firms must be registered in VETBIZ.GOV and Verified by VA CVE and registered in SAM to be eligible for award of Government contracts. Interested parties responding to this Sources Sought shall submit the following information at a minimum: (1) company name and address, point of contact with phone number, and DUNS number; (2) documentation relating to technical capability of performance for requirements to include references with current point of contact and phone number); (3) companies seeking preference based on being a veteran owned business concern must provide proof of registration in the VA Vet Biz.
