This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source contract with Cooley Dickinson Health Care Corporation, 30 Locust Street, Northampton, MA 01060 USA. UEI: ZLT9M4D73YM6 The purpose of this acquisition is to obtain off-site STAT Clinical Laboratory testing services as well as select routine laboratory testing during off hours. Services are needed 24 hours/day, 7 days/week and 365 days/year for STAT lab testing services to be performed within 1 hour from collection when the VA CWM lab is closed. POP: 6/1/2023 5/31/2028 Due to the need for the STAT laboratory testing services to be provided within 60 minutes from collection, it is imperative that the contractor facility be located less than 5 miles from VA CWM. The only facility within that geographic proximity that can meet the 24/7/365 need for services is Cooley Dickinson Hospital, located less than 3 miles away. Cooley Dickinson Hospital is the incumbent who has been providing these services for a number of years to the VA CWM and this acquisition will not be competed. Since the intent is to procure this on a sole source basis, no solicitation will be posted to Contracting Opportunities. The NAICS is 621511. The size standard is $41.5M. The PSC/FSC is Q301. This procurement is subject to prohibitions in VAAR 852.212-71 Gray Market Items and in 852.212-72 Gray Market and Counterfeit Items. The authority for this action is FAR 6.302.1-1 Only one responsible source and no other supplies or services will satisfy agency requirements.
