Page 1 of 10 Combined Synopsis Solicitation Manchester VAMC Steam Trap Replacement and Repair (i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) The solicitation number is 36C24123Q0537 and the solicitation is issued as a request for quotation (RFQ). (iii) A statement that the solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023-01. (iv) This requirement is being issued as an open market, SDVOSB set-aside. The associated NAICS 238220 and small business size standard is $16.5 million. (v) The Government intends to award a firm-fixed price award for Steam Trap Replacement and Repair at the Manchester New Hampshire VAMC. Please see the attached Performance Work Statement for full requirement details. Please complete the Price Schedule below and submit with the quote submission. (vi) The Contractor shall provide all resources necessary to provide Steam Trap Replacement and Repair IAW the attached (Performance Work Statement). Please see the attached PWS for full requirement details. (vii) The Place of Performance is Manchester New Hampshire as described per the (Performance Work Statement). Site Visit: No site visit will be scheduled. Submission of Quotes: (1) Quotes shall be received on or before the date and time specified in Section (xv) of this solicitation. Note: Offers received after the due date and time shall not be considered. (2) Offerors shall submit their quotes electronically via email to tnauri.woodbridge@va.gov. (3) Questions: Questions shall be submitted to the Contracting Officer in writing via e-mail. Oral questions are not acceptable due to the possibility of misunderstanding or misinterpretation. The cut-off date and time for receipt of questions is 8-May- 2023 by 12:00 PM EST. Questions received after this date and time may not be answered. Questions shall be answered in a formal amendment to the solicitation so all interested parties can see the answers. (4) Quote Format: The submission should be clearly indexed and logically assembled in order of the evaluation criteria below. All pages of the quote shall be appropriately numbered and identified by the complete company name, date and solicitation number in the header and/or footer. Evaluation Process: Award shall be made to the best value, as determined to be the most beneficial to the Government. Please read each section below carefully for the submittals and information required as part of the evaluation. Failure to provide the requested information below shall be considered non-compliant and your quote could be removed from the evaluation process. Offeror quotes shall be evaluated under FAR Part 13.106-2(b) -- Evaluation of Quotations or Offers. Therefore, the Government is not obligated to determine a competitive range, conduct discussions with all contractors, solicit final revised quotes, and use other techniques associated with FAR Part 15. The Government shall award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation shall be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price (Follow these instructions): Offeror shall complete Attachment 1 - Price Schedule, with offerors proposed contract line item prices inserted in appropriate spaces. Past Performance: Offeror shall utilize Attachment 2 Past Performance Worksheet to provide at least one (1) but no more than (3) references of work, similar in scope and size with the requirement detailed in the (Performance Work Statement). References may be checked by the Contracting Officer to ensure your company is capable of performing the Statement of Work. The Government also reserves the right to obtain information for use in the evaluation of past performance from any and all sources. Technical: The offeror s quote shall be evaluated to determine if the organization has the experience and capabilities to provide the requested services IAW the (Performance Work Statement) in a timely efficient manner. Contractor shall demonstrate their corporate experience and approach to meet all requirements stated in the (Performance Work Statement). Contractor shall demonstrate that their technicians meet the qualification standards stated in the (Performance Work Statement). If you are planning to sub-contract some or all of this work, please provide the name and address(s) of all subcontractor(s) (if applicable) and a description of their planned subcontracting effort. List of Major Subcontractors: ATTACHMENT 3 STATEMENT OF WORK Medical Center Steam trap replacement & repair 1.0 INTRODUCTION Main Medical Center steam supply and condensate return are not working properly or efficiently. Raw steam is being discharged to the exterior of the building through a vent and is condensing on the cool brick of the building. The condensate is infiltrating through the exterior building walls and is causing moisture issues in several locations of the building including the Medical Center Server Room. In addition, the facility has many failed, plugged, and blowing by steam traps that causes a lot of waste and severe water hammer. There are many steam traps that have failed, and this is contributing to raw steam being discharged is not returning to the boilers (Building 7). An itemized list is attached at the end of this document. Some condensate piping and associated traps are in a confined space (sub-basement) of the medical center. To enter the confined space, employees are required to be trained in confined space and a rescue team shall be present at all times when employees are in the confined space. VA Manchester Safety shall review and approve the contractors confined space program. Contractor shall not enter the confined space until the program has been approved by VA Safety. Contractor shall include any costs associated with confined space including any employee training, as well as the rescue team that must be present while work is happening in the sub-basement. VA Boiler Plant & Maintenance will assist with any required shutdowns, contractor shall use their own lock-out tag-out equipment to secure steam/condensate while working is occurring. Contractor shall work with VA to develop a shut-down plan for the Medical Center once the labor effort has been determined. The work includes but is not limited to; provide, costs associated with confined space entry, testing, equipment, material, tools, labor, and support services for the replacement and repair of steam system. The VA shall be considered the Engineer of record and all RFI s and submittals shall be sent to them for resolution through the Contracting Officer. After Contract Award the Contractor is required to provide a Payment Bond, a Performance Bond and an Insurance certificate within 10 days. Once received and confirmed, the period of performance for the above-mentioned project will begin with a Notice to Proceed (NTP) issued at a Pre-Construction Meeting (Pre-Con). As part of this solicitation the General Contractor (GC) shall submit a preliminary schedule using Microsoft Project showing the methodology for accomplishing the project. The overall period of performance for this work is 180 calendar days after NTP has been issued. This period of performance can be adjusted as needed to support the work. Upon notification to the contracting officer a no cost extension can be granted to the contract. 2.0 PRICING Project pricing shall be submitted in two (2) separate tasks as outlined below. Task 1: Radiator Steam Traps, Radiator Control Valves (TCVs), and Insulation Existing: These items to be replaced are located generally under exterior windows. Condition documentation attached at end of SOW will be priced per this scope of work. Contractor shall include all costs associated with the following (but not limited to): existing condition documentation, confined space entry, testing of system components, equipment, tools, labor, and support/administration services for the replacement and repair of condensate. Task 2: Mechanical Distribution Steam Traps and Insulation: These items to be replaced are located at end of runs/drip legs and at steam consuming equipment. The sizes would range from ½ line feeds to 2 line feeds. The contractor will also assume that approximately 1000 of 2 schedule 80 pipe will also need to be replaced. 4.0 SCOPE This project involves the following items as part of the project scope that has been broken down into two specific divisions: TASK 1: Steam trap and possible replacement work From the existing conditions survey contractor will know what the exact number of traps that need to be replaced as well as any deficiencies documented attached at the end of SOW. All steam traps that are not operating properly are to be replaced in kind with a new trap unless the wrong type of trap is being used, or if the trap size is not correct (too big or too small). While traps are being replaced contractor shall take notice of the condition of the piping to and from each trap. If the piping is severely tuberculated it shall be replaced under this contract. Not knowing the internal condition of the piping, it is impossible to know what the condition is. Contractor shall assume that approximately 1000 of schedule 80 2 diameter pipe of all condensate piping will need to be replaced. If greater or less than length of the estimated piping requires replacement an equitable adjustment (contract modification) can be done, or a credit be given to the VA. All piping that is replaced shall be replaced with the following: Steam Piping: Steel, ASTM A53/A53M, Grade B, seamless or ERW; ASTM A106/A106M Grade B, seamless; Schedule 40. Steam Condensate and Pumped Condensate Piping: Steel, ASTM A53/A53M, Grade B, seamless or ERW; or ASTM A106/A106M Grade B, seamless, Schedule 80. Vent Piping: Steel, ASTM A53/A53M, Grade B, seamless or ERW; ASTM A106/A106M Grade B, seamless; Schedule 40, galvanized. Any fittings that are replaced shall be replaced with the following: 50 mm (2 inches) and Smaller: Screwed or welded. Cast iron fittings or piping is not acceptable for steam and steam condensate piping. Bushing reduction or use of close nipples is not acceptable. Forged steel, socket welding or threaded: ASME B16.11, 13,790 kPa (2000 psig) class with ASME B1.20.1 threads. Use Schedule 80 pipe and fittings for threaded joints. Lubricant or sealant shall be oil and graphite or other compound approved for the intended service. Unions: Forged steel, 13,790 kPa (2000 psig) class or 20,685 kPa (3000 psig) class on piping 50 mm (2 inches) and under. Steam line drip station and strainer quick-couple blowdown hose connection: Straight through, plug and socket, screw or cam locking type for 15 mm (1/2 inch) ID hose. No integral shut-off is required. 65 mm (2-1/2 inches) and Larger: Welded or flanged joints. Cast iron fittings or piping is not acceptable for steam and steam condensate piping. Butt welding fittings: ASME B16.9 with same wall thickness as connecting piping. Elbows shall be long radius type, unless otherwise noted. Welding flanges and bolting: ASME B16.5: Steam service: Weld neck or slip-on, raised face, with non- asbestos gasket. Non-asbestos gasket shall either be stainless steel spiral wound strip with flexible graphite filler or compressed inorganic fiber with nitrile binder rated for saturated and superheated steam service 400 degrees C (750 degrees F) and 10,342 kPa (1500 psig). Flange bolting: Carbon steel machine bolts or studs and nuts, ASTM A307, Grade B. Welded Branch and Tap Connections: Forged steel weldolets, or branchlets and threadolets may be used for branch connections up to one pipe size smaller than the main. Forged steel half-couplings, ASME B16.11 may be used for drain, vent and gauge connections. Any valves that are replaced shall be replaced with the following: Asbestos packing is not acceptable. All valves of the same type shall be products of a single manufacturer. Provide chain operators for valves 150 mm (6 inches) and larger when the centerline is located 2.1 m (7 feet) or more above the floor or operating platform. Shut-Off Valves: Gate Valves: 50 mm (2 inches) and smaller: Forged steel body, rated for 1380 kPa (200 psig) saturated steam, 2758 kPa (400 psig) WOG, bronze wedges and Monel or stainless-steel seats, threaded ends, rising stem, and union bonnet. 65 mm (2-1/2 inches) and larger: Flanged, outside screw and yoke. High pressure steam 110 kPa (16 psig) and above system): Cast steel body, ASTM A216/A216M grade WCB, 1035 kPa (150 psig) at 260 degrees C (500 degrees F), 11-1/2 to 13 percent chrome stainless steel solid disc and seats. Provide 25 mm (1 inch) factory installed bypass with globe valve on valves 100 mm (4 inches) and larger. Temperature Rating, 121 degrees C (250 degrees F) for steam condensate and as required for steam service. Contractor s option: On pipe sizes 50 mm (2 inches) and smaller, screwed end steel gate valves (or dielectric nipples) may be used in lieu of dielectric unions. The period of performance for this work is 180 calendar days after NTP has been issued to the contractor to begin the work. The period of performance can be adjusted as needed to support the work. Upon notification to the contracting officer a no cost extension can be granted to the contract. 5.0 PERFORMANCE REQUIREMENTS All work is to be completed with minimal disturbance to the Medical Center and close coordination will be required with the VA COR. Any work that is occurring in roadways shall leave a clear path for emergency vehicles. All tools must always be kept in eye contact, when workers are taking breaks or leaving the site, tools must be removed and stored in a safe place. All work shall be performed off hours with 2 weeks given to the COR and CO to allow for proper planning involving the shutdown(s). Work can occur during normal business hours, excluding Federal holidays (M-F, 7am- 4:30pm) Some work will need to be performed after hours (M-F, 5pm- 5:00am, and Saturday and Sunday all day) All work shall be in accordance with this scope of work. Contractor shall comply in accordance with all OSHA Construction Safety Guidelines The contractor shall have the capability of producing electronic documents that shall be able to interface with the systems used by the VA, Facilities Management Service (FMS) at the VAMC- Manchester. The contractor shall submit electronic copies of all drawings, documents, and submittals via email whenever possible to the Contracting Officer (CO) or Contracting Officer s Representative (COR). Proposed schedule for completion of work Safety Data Sheets (SDS s) must be submitted to the COR for approval for all hazardous materials before they are brought to the work site. 6.0 WARRANTY All work shall be warranted for a period of one year, as specified under Warranty of Construction FAR clause 52.246-21, to be free of any defect in equipment, material, or design furnished, or workmanship performed by the Contractor or any subcontractor or supplier at any tier. Contractor shall also, as specified under Warranty in FAR clause 52.246-21, obtain all warranties that would be given in normal commercial practice executed, in writing, for the benefit of the Government. Vent Piping: Steel, ASTM A53/A53M, Grade B, seamless or ERW; ASTM A106/A106M Grade B, seamless; Schedule 40, galvanized. Any fittings that are replaced shall be replaced with the following: 50 mm (2 inches) and Smaller: Screwed or welded. Cast iron fittings or piping is not acceptable for steam and steam condensate piping. Bushing reduction or use of close nipples is not acceptable. Forged steel, socket welding or threaded: ASME B16.11, 13,790 kPa (2000 psig) class with ASME B1.20.1 threads. Use Schedule 80 pipe and fittings for threaded joints. Lubricant or sealant shall be oil and graphite or other compound approved for the intended service. Unions: Forged steel, 13,790 kPa (2000 psig) class or 20,685 kPa (3000 psig) class on piping 50 mm (2 inches) and under. Steam line drip station and strainer quick-couple blowdown hose connection: Straight through, plug and socket, screw or cam locking type for 15 mm (1/2 inch) ID hose. No integral shut-off is required. 65 mm (2-1/2 inches) and Larger: Welded or flanged joints. Cast iron fittings or piping is not acceptable for steam and steam condensate piping. Butt welding fittings: ASME B16.9 with same wall thickness as connecting piping. Elbows shall be long radius type, unless otherwise noted. Welding flanges and bolting: ASME B16.5: Steam service: Weld neck or slip-on, raised face, with non- asbestos gasket. Non-asbestos gasket shall either be stainless steel spiral wound strip with flexible graphite filler or compressed inorganic fiber with nitrile binder rated for saturated and superheated steam service 400 degrees C (750 degrees F) and 10,342 kPa (1500 psig). Flange bolting: Carbon steel machine bolts or studs and nuts, ASTM A307, Grade B. Welded Branch and Tap Connections: Forged steel weldolets, or branchlets and threadolets may be used for branch connections up to one pipe size smaller than the main. Forged steel half-couplings, ASME B16.11 may be used for drain, vent and gauge connections. Any valves that are replaced shall be replaced with the following: Asbestos packing is not acceptable. All valves of the same type shall be products of a single manufacturer. Provide chain operators for valves 150 mm (6 inches) and larger when the centerline is located 2.1 m (7 feet) or more above the floor or operating platform. Shut-Off Valves: Gate Valves: 50 mm (2 inches) and smaller: Forged steel body, rated for 1380 kPa (200 psig) saturated steam, 2758 kPa (400 psig) WOG, bronze wedges and Monel or stainless-steel seats, threaded ends, rising stem, and union bonnet. 65 mm (2-1/2 inches) and larger: Flanged, outside screw and yoke. High pressure steam 110 kPa (16 psig) and above system): Cast steel body, ASTM A216/A216M grade WCB, 1035 kPa (150 psig) at 260 degrees C (500 degrees F), 11-1/2 to 13 percent chrome stainless steel solid disc and seats. Provide 25 mm (1 inch) factory installed bypass with globe valve on valves 100 mm (4 inches) and larger. All other services: Forged steel body, Class B, rated for 850 kPa (123 psig) saturated steam, 1380 kPa (200 psig) WOG, bronze or bronze face wedge and seats, 850 kPa (123 psig) ASME flanged ends, OS&Y, rising stem, bolted bonnet, and renewable seat rings. Globe and Angle Valves: Globe Valves: 50 mm (2 inches) and smaller: Forged steel body, rated for 1380 kPa (200 psig) saturated steam, 2758 kPa (400 psig) WOG, hardened stainless steel disc and seat, threaded ends, rising stem, union bonnet, and renewable seat rings. 65 mm (2-1/2 inches) and larger: Globe valves for high pressure steam 110 kPa (16 psig): Cast steel body, ASTM A216/A216M grade WCB, flanged, OS&Y, 1035 kPa (150 psig) at 260 degrees C (500 degrees F), 11- 1/2 to 13 percent chrome stainless steel disc and renewable seat rings. All other services: Steel body, rated for 850 kPa (123 psig) saturated steam, 1380 kPa (200 psig) WOG, bronze or bronze-faced disc (Teflon or composition facing permitted) and seat, 850 kPa (123 psig) ASME flanged ends, OS&Y, rising stem, bolted bonnet, and renewable seat rings. Angle Valves: 50 mm (2 inches) and smaller: Cast steel 1035 kPa (150 psig), union bonnet with metal plug type disc. 65 mm (2-1/2 inches) and larger: Angle valves for high pressure steam 110 kPa (16 psig): Cast steel body, ASTM A216/A216M grade WCB, flanged, OS&Y, 1035 kPa (150 psig) at 260 degrees C (500 degrees F), 11- 1/2 to 13 percent chrome stainless steel disc and renewable seat rings. All other services: 861 kPa (125 psig), flanged, cast steel body, and bronze trim. Swing Check Valves: 50 mm (2 inches) and smaller: Cast steel, 1035 kPa (150 psig), 45-degree swing disc. 65 mm (2-1/2 inches) and Larger: Check valves for high pressure steam 110 kPa (16 psig) and above system: Cast steel body, ASTM A216/A216M grade WCB, flanged, OS&Y, 1035 kPa (150 psig) at 260 degrees C (500 degrees F), 11- 1/2 to 13 percent chrome stainless steel disc and renewable seat rings. All other services: 861 kPa (125 psig), flanged, cast steel body, and bronze trim. If any dissimilar metals are noticed, dielectric fittings shall be used as follows: Provide where dissimilar metal pipe are joined. 50 mm (2 inches) and Smaller: Threaded dielectric union. 65 mm (2-1/2 inches) and Larger: Flange union with dielectric gasket and bolt sleeves, ASME B16.42. Temperature Rating, 121 degrees C (250 degrees F) for steam condensate and as required for steam service. Contractor s option: On pipe sizes 50 mm (2 inches) and smaller, screwed end steel gate valves (or dielectric nipples) may be used in lieu of dielectric unions. The period of performance for this work is 180 calendar days after NTP has been issued to the contractor to begin the work. The period of performance can be adjusted as needed to support the work. Upon notification to the contracting officer a no cost extension can be granted to the contract. 5.0 PERFORMANCE REQUIREMENTS All work is to be completed with minimal disturbance to the Medical Center and close coordination will be required with the VA COR. Any work that is occurring in roadways shall leave a clear path for emergency vehicles. All tools must always be kept in eye contact, when workers are taking breaks or leaving the site, tools must be removed and stored in a safe place. All work shall be performed off hours with 2 weeks given to the COR and CO to allow for proper planning involving the shutdown(s). Work can occur during normal business hours, excluding Federal holidays (M-F, 7am- 4:30pm) Some work will need to be performed after hours (M-F, 5pm- 5:00am, and Saturday and Sunday all day) All work shall be in accordance with this scope of work. Contractor shall comply in accordance with all OSHA Construction Safety Guidelines The contractor shall have the capability of producing electronic documents that shall be able to interface with the systems used by the VA, Facilities Management Service (FMS) at the VAMC- Manchester. The contractor shall submit electronic copies of all drawings, documents, and submittals via email whenever possible to the Contracting Officer (CO) or Contracting Officer s Representative (COR). Proposed schedule for completion of work Safety Data Sheets (SDS s) must be submitted to the COR for approval for all hazardous materials before they are brought to the work site. 6.0 WARRANTY All work shall be warranted for a period of one year, as specified under Warranty of Construction FAR clause 52.246-21, to be free of any defect in equipment, material, or design furnished, or workmanship performed by the Contractor or any subcontractor or supplier at any tier. Contractor shall also, as be specified under Warranty in FAR clause 52.246-21, obtain all warranties that would be given in normal commercial practice executed, in writing, for the benefit of the Government. This contract shall be subject to all parts of FAR clause 52.246-21 and its Alternate I.
