The following answers are provided in response to submitted RFI s. Question: Are we able to confirm the access area for each section of the roof with the hospital before each phase? Answer: The Contracting Officer s Representative (COR) will coordinate with the awarded contractor prior the commencement of work Question: Are there designated office and toilet facilities available for this project, or is the contractor responsible for providing these for the duration of the project? Answer: Contractor to provide its own toilet facilities. An area will be made available for an office trailer, but the specific location has not yet been determined. Question: The drawings refer to detail A2.1 in multiple notes, but we do not have any drawings listed as A2.1? Can you please provide drawings A2.1? Answer: Please see attachment titled Coping Roof RR Newington_CAD Details-A2_1 Question: Is there an identified laydown area for the GC s dumpster? Answer: An area will be made available for a dumpster, but the specific location has not yet been determined. Question: Is there an identified area for the GC s QC/Supper/SSHO to work from? Answer: An area will be made available for an office trailer, but the specific location has not yet been determined. Question: Is there an identified area where the GC can store material? Answer: An area will be made available for storage, but the specific location has not yet been determined. Question: The plans refer to a detail "1/A2.1" for all work designated as "D1.2 - Existing Fascia and Related Flashing". Is this detail available to bidders? Answer: Please see attachment titled Coping Roof RR Newington_CAD Details-A2_1 Question: Regarding Section L of IFB: due to the change to SBA and the current restrictions preventing certification until January 1, 2023, request the deletion of "at the time of submission of bids" "both" and "and verified in VIP at the time of bid submission". This change will not impact the work in any way and will not impact final eligibility - but will allow more bidders and result in a more competitive bid for the VA. Answer: It is intended to make a contract award from this solicitation by the end of the First Quarter of Fiscal Year 2023. Delaying the bid due date would make the award and project behind schedule. Also, this schedule causes no impediment for Service Disabled Veteran Owned Small Businesses (SDVOSBs) to be certified using the Veterans Affairs Vendor Information Pages as this has been and will be our current process for certification until the Small Business Administration (SBA) certifies companies beginning January 1st, 2023. Please note that existing VA-certified VOSBs and SDVOSBs will remain certified, and the SBA will extend any VA certifications which will expire within the first year after the transfer to SBA certification. Question: In the alternative, for the same reason, request postponement of bid date to January 2, 2023. This notice satisfies the requirements of Federal Acquisition Regulation (FAR) Subpart 5.2 and FAR 36.213-2. An Invitation for Bids (IFB) solicitation will be posted on or about Friday, October 28, 2022. The Newington, Connecticut Veterans Affairs Medical Center (VAMC) in accordance with the Veterans Affairs Connecticut Healthcare System (VACHS) has a requirement for a Firm-Fixed-Price Contract to provide construction-related services, including all labor, materials, apparatus, tools, equipment, and supervision for the Coping Install and Roof Restore/Partially Replaced project also identified as Project Number 689A4-22-203. The scope of this project shall include the installation of new Liquid-Applied, Two-Part Chemically Cured, Bio-Based, Aliphatic and Aromatic Polyurethane Roofing Membrane, White Fluid-Applied Roofing Systems, new metal counter flashing (if required), and new coping metal cap (where needed). The period of performance for this project will be one hundred eighty (180) calendar days. The magnitude of this project is between $250,000 and $500,000 pursuant to FAR 36.204. The North American Industry Classification System (NAICS) Code for this procurement is 238160, and the small business size standard is $16.5 million. The solicitation will be issued as an IFB under FAR Part 14. A Bid Bond will be required and shall be at least twenty percent (20%) of the bid price, but shall not exceed $3,000,000 pursuant to FAR 28.101-2(b). This project will be a total set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs). All SDVOSBs must be verified by the Center for Veteran Enterprises (CVE) through www.vetbiz.va.gov at the time of bid submission, at the time of contract award, and for the duration of performance of the resultant contract. All businesses must be registered in the System for Award Management (SAM). To register in the SAM database, visit www.sam.gov.
