This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source contract with Dubois & King, Inc. located at 85 Main Street, Springfield, VT 05156. Their DUNS number is 045010253 and their Unique Identifier is SUL5KGAU5XL8. The Edward P. Boland Medical Center Facilities Projects team is initiating the construction of the Upgrade B6 HVAC and Roof project. This requirement is to contract to Dubois and King who serves as the Architect/Engineer (A/E) Designer of Record to provide Construction Period Services (CPS) for the project. These services were previously awarded to the A/E Designer of Record but were descoped due to limited availability of the space and availability of funding for construction. The proposed action is to provide follow on CPS during the construction phase of the project. Services to include inspection/observation site visits for inspection of ongoing construction including final tests and inspections, responding to Requests for Information (RFI's), review and approve construction submittals/samples/shop drawings/etc., preparation of as-built drawings from contractor supplied marked up construction drawings, clarify the design intent and correct any errors or omissions in the original documents, provide and manage a file share site for the processing of electronic submittals, review of value engineering change proposals, preparation of design modifications, compatibility analyses of different materials and recommendations associated with acceptance or rejection of alternate materials and product Because Dubois & King, Inc. is the only vendor/contractor that can provide CPS as the A/E Designer of Record, this acquisition will not be competed. Since the intent is to procure this on a sole source basis, no solicitation will be posted to Contracting Opportunities on SAM.gov. The NAICS is 541330. The size standard is $16.5M. The PSC/FSC is C1DA. The period of performance for this requirement is 540 calendar days to align with construction. Justification for Single Source Award is attached to this notice.
