The Pricing area indicates 17 Oct 2022 - 16 Oct 2023. From our perspective, we would need 30-45 days to set-up the warehouse and move the current VA material into the warehouse after award. - Expectation is 30 days to establish and set up warehouse after 1 Oct start date, after which, material will move to the new facility in no more than 10 pallets per day. The VA will work with the contractor. How long will the contractor have to set-up the warehouse? Normally it takes at least 30-45 days to ensure we have all requirements and services established. Will the VA work with the contractor and be somewhat flexible at the beginning of the contract due to the rapid turnaround of the requirement? - See answer under question 3 Per paragraph 2.7, the contractor is responsible for relocating VA identified supplies from the current location (Manchester VAMC) to the contractor's facility is all material to be moved palletized? Can VA advise approximately how many pallets will need to be relocated during the initial move? - Per PWS - 2.8 Contractor shall be able and capable to receive and process an average of 10 pallets or items of equivalent space daily from Monday through Friday on a weekly basis. Items such as stretchers and other equipment will not be palletized due to size and there mobility in nature, How many times per week does the VAMC require shipments from the warehouse? How large are they (i.e., several boxes, 1 pallet, 10 pallets, etc.)? How many pick ups / deliveries does the VA anticipate during the term of the contract? This will help us determine home many personnel we will need for the warehouse and the type of delivery vehicle we will need. - Per PWS - 2.9.1 Regular/routine pick-up/deliveries, after proper notification utilizing agreed upon method, are to be made Monday through Friday, next business day. Routine deliveries are to be made during normal business hours (7:00AM - 3:30PM, Monday Friday). A standard delivery will consist of up to 10 pallets or equivalent space. - This is an on call contract, pick-ups/deliveries can occur daily and we cannot commit to an anticipated amount for the term of the contract. - A majority of assets stored will be long term except for IT How many or what percentage of pallets of the 400 will be segregated for the IT department? This is to determine how much warehouse space will be designated for IT, and how much fencing we need to install. This could also affect the number of pallet racks we install. - Anticipate ¼ of the warehouse to be fenced off Is a video surveillance system required for the whole facility or just the sensitive inventory (i.e., IT, computers, etc.)? This will help us understand the extent of the security system and how many personnel we will need at the warehouse. -The contractor is responsible for the security of all the inventory, however, our requirement is just for the IT to be under video surveillance. Will there be a requirement for hazardous material handling (i.e., gasses, blood products, etc.)? Will it require separate areas and requirements - such as cordoned off areas (HAZMAT) and refrigeration (blood products, batteries, etc.)? If so, what is the quantity of that/those shipments? - No to all Will there be any drugs stored in the warehouse? If so, what is the quantity of that/those shipments? Will that storage require any certifications? - No drugs stored Will the contractor be required to maintain insurance coverage for VA materials held in the contractor s facility or will VA remain financially liable? - VA will remain financially liable for the stored equipment, however, any damage during storage or transport by the contractor is their responsibility. In addition, Contractor is responsible for all insurance related to the storage facility. If the contractor is responsible for insuring VA materials, can VA provide estimated value of material to be warehoused? - See answer under question 11. Items stored will be transitory and a set value cannot be determined.

The Government intends to award a Firm-Fixed Priced resulting from the solicitation to the responsive offeror whose offer conforms to the solicitation and will be most advantageous to the government in terms of price and other considered factors. The solicitation will be set aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB s) that have the capability to fulfill this requirement according to the limits of subcontracting.
