STATEMENT OF WORK Sprinkler System Obstruction Investigation in Buildings 1, 6, 7, 15, & 18 BACKGROUND NFPA 25 requires that an obstruction investigation be performed on sprinkler systems every five years. The contractor is to test Wet and Dry risers to include removing the end of one cross-main and the end of one branch line for the purpose of looking for obstructions; and provide an internal inspection of main riser check valve, alarm valve, pre-action valve, deluge valve or dry pipe valve and their associated strainer, filters, and restriction orifices, as applicable as indicated in NFPA 25. PROJECT TASKS BY BUILDING TASK 1A: Building 15 Perform an obstruction investigation on wet pipe sprinkler system in Building 15 per NFPA 25, Chapter 14 and including the requirements of Annex D. Building 15 is a three (3) level facility, rated for health care occupancy. The plans should show details of the system (list not inclusive): head locations, pipe sizes and locations, branches, special applications heads (high temperature, as an example), valve layouts, drain points, fire department connections, etc. INFORMATION AVAILABLE FOR USE BY THE CONSULTANT: AutoCAD plans of the existing sprinkler systems in B1, B6, B7, B15 and B18 based on the last obstruction investigation. The report for the last obstruction investigations in B15 and B18. DELIVERABLES: The Contractor will submit to the VA contracting officer for approval Items 1 thru 5 prior to the start of work. Allow (3) weeks for review of submittals: Cut sheets and other manufacturers information regarding all materials proposed for use in the performance of the work of the project. MSD sheets for all chemicals that will be used on site must be submitted for approval before chemicals are brought on site. Activity Hazard Analysis (AHA) for each procedure in the project. Provide for review and approval: Company Safety Policy, lock out/ tag out program and training records for workers performing work on site; OSHA 10 hour safety training for all workers performing work on site; OSHA 30 hour safety training records for site superintendent. A site superintendent must be on site at all times during any work to be performed. Daily progress reports will be provided to the VA project Contracting Officer Representative (COR). FOR TASKS 1 thru 5: Provide an annotated copy of the plans generated in Tasks for the sprinkler systems inspected showing the locations where the inspections were performed as well as conditions found. Provide a written report detailing locations inspected and conditions found. Photos are to be provided for documentation of the conditions found. Provide fire watch for all impairments of the sprinkler system in performance of the work of this contract per NFPA 101, 3.3.97. FOR TASKS B: Provide AutoCAD plans (AutoCAD 2020 or earlier) for the sprinkler systems in Buildings 1, 6, 7, 15 and 18 that meet VA CAD standards, showing one level of the building on each plan. Contractor is to provide one hard copy and an electronic copy of each of the plans in PDF and AutoCAD. These standards are available at: http://vaww.ceosh.med.va.gov/ The plans and reports can refer to each other for ease in reporting the results. OTHER CONSIDERATIONS FOR QUOTE The provisions of all applicable NFPA, OSHA, EPA, and VA codes, Federal, State, and local regulations shall be followed throughout the course of this project. Applicable VA publications and design manuals are available to the successful bidder at www.va.gov/facmgt. Please allow three (3) weeks for the review of submittals when planning schedules. VA personnel familiar with the facility's physical plant and structures will be available during the field investigations. It is expected that the Contractor will view the site and verify all information necessary for the development of the work plan. The Contractor shall set up appointments with the COR for these site investigations at least three (5) workdays in advance of the date of the planned visit. Non- compliance with this requirement will mean no staff will be available to guide, and to help on these surveys. Secondly, the VA will not be billed for reviews that do not comply with this section. All debris shall be transported from the work site in covered containers. Dumpsters also must be covered while they are on VA property. Dumpster must be no closer than 10 feet from any building. Any work impacting life safety shall be scheduled a minimum of (3) weeks in advance. This includes, but is not limited to, any work requiring a shutdown of the fire alarm or sprinkler system, any work that will leave a clear path less than four feet wide in a corridor, any work involving lifting (crane) operations, and any work that will close a building exit. Construction activities are not to interfere with patient care or the operation of this facility Comply with infection control requirements for this project. End of day clean-up of the work area(s) is mandatory. There will be no exception to the daily clean up requirement. Areas will be cleaned and restored for daily use by the facility. Construction waste will be appropriately stored. Storing construction waste near a storage trailer is not permitted. Hot Work Permits (for welding, brazing, soldering, torch cutting, etc.) are to be applied for through the COR. Penetration permits for any wall or slab penetrations shall also be required from the project COR. All hazardous materials and the SDS sheets must be submitted for review and approval by the Medical Center before they can be brought on site. Wherever possible, it is anticipated that the least hazardous materials necessary will be required to be used. There is no internal bulk storage on VA property. However, there is some space for parking a storage trailer, permission for which must be applied for through the COR. The contractor must furnish their own storage trailers. Contractor vehicles, including those of their employees, are to be parked in Lot D and E. Smoking is NOT permitted anywhere on campus. There will be only one (1) opportunity to visit the facility to review site conditions.
