Performance Work Statement The White River Junction (WRJ) VAMC in White River Junction, VT has a requirement for a wheel loader for snow removal tasks. Vermont receives more snow than any other US state, and the WRJ VAMC s grounds are spread out. There is also no parking garage. Therefore, the snow removal program at WRJ is labor-intensive and of the utmost importance, to ensure adequate parking as well as the safety of veterans and staff. The WRJ VAMC needs a wheel loader, a piece of heavy equipment with a large bucket, a large diesel engine, and a hydrostatic transmission. The equipment must be designed to withstand the intense and repetitive work of plowing and carrying loads of snow (similar to earth moving), forward and back, for hours at a time, day after day. Not only will this equipment complete the necessary task, but it will serve to reduce manpower and overtime needs. The equipment must be delivered, in working order and with all snow-removal attachments, to the WRJ VAMC no later than September 1, 2022. In 2018, WRJ had the same requirement, and an inadequate farm tractor was procured. This equipment had a clutch with a reverser transmission, which failed catastrophically after 500 hours. The desired hydrostatic transmission will not suffer nearly as much wear and tear. Salient Characteristics Minimum bucket size 2.5 cubic yards Minimum straight tipping load 20,000 lbs.
