This is a Pre-Solicitation Notice synopsizing an upcoming competitive solicitation that satisfies the requirements of Federal Acquisition Regulation (FAR) Subpart 5.2, more specifically FAR 5.204, FAR 5.201, FAR 5.207, and FAR 5.203, as well as FAR 5.101. A Request for Quotation (RFQ) solicitation will be posted on or about Tuesday, May 31, 2022. The West Haven, Connecticut Veterans Affairs Medical Center (VAMC) in accordance with the Veterans Affairs Connecticut Healthcare System (VACHS) has a requirement for a Firm-Fixed-Price Contract to provide construction-related services, including all labor, materials, apparatus, tools, equipment, and supervision for the Morgue Loading Dock Lift Replacement project. The scope of this project shall include the installation of a new hydraulic dock lift and safety rail that will be compatible with the existing lift, electrical feed, and disconnect while also disposing of the existing dock lift and associated components. The period of performance for this project will be ninety (90) calendar days. The magnitude of this project is between $25,000 and $100,000 pursuant to FAR 36.204. The North American Industry Classification System (NAICS) Code for this procurement is 238290 and the small business size standard is $16.5 million. The solicitation will be issued as a RFQ under FAR Part 13. No Bid Bond, Performance Bond, or Payment Bond will be required. This project will be solicited under Full and Open Competition. No set-aside will be associated with this project. Despite no set-aside for this project, any Service-Disabled Veteran-Owned Small Business (SDVOSB) or Veteran-Owned Small Business (VOSB) must still be verified by the Center for Veteran Enterprises (CVE) at www.vetbiz.va.gov. All businesses must be registered in the System for Award Management (SAM). To register in the SAM database, visit www.sam.gov.
