Pre-solicitation Notice of Intent to Sole Source Directions: Fill in the blanks. Delete the purple and the blue font. Pre-Solicitation Notice of intent to award a sole source contract. This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source contract with Sysmex America Inc., 577 Aptakisic Road, Lincolnshire, IL 60069. DUNS# 021860424. The purpose of this acquisition is to obtain a 5-Year BPA: 3/1/2022 2/28/2027. Services include cost per patient reportable result (CPRR) hematology testing. This includes: CBC testing, which shall include the following parameters at a minimum: hemoglobin, hematocrit, WBC, RBC, platelet, IPF, MCH, MCV, MCHC, RDW, and MPV. Five-part differential that shall include at a minimum: %neutrophils, % lymphocytes, % monocytes, % eosinophils, % basophils, % IG - Reticulocyte count, Ret-He and nucleated RBC - Body fluid counts with the following parameters: BF-WBC, BF-RBC, BF-TC, %PN, %MN Because Sysmex America Inc is the only contractor that can provide these Hematology Testing services, this acquisition will not be competed. Since the intent is to procure this on a sole source basis, no solicitation will be posted to Contracting Opportunities SAM.gov. The NAICS is 334516. The size standard is 1000 employees. The PSC/FSC is Q301. This procurement is subject to prohibitions in VAAR 852.212-71 Gray Market Items and in 852.212-72 Gray Market and Counterfeit Items. The authority for this action is FAR 6.302.1-1 Only one responsible source and no other supplies or services will satisfy agency requirements.
