The Veterans Health Administration, Network Contracting Office One (NCO 1) intends to release solicitation 36C24121Q0099 for Acute Life Support (ALS), Basic Life Support (BLS) Ambulance Transportation Services for beneficiaries of the VA Providence, RI Healthcare System. Services will include the provision of ALS and BLS Ambulance transportation to beneficiaries located in Rhode Island and the surrounding area including Cape Cod and New Bedford, MA. as well as occasional trips to Boston, and CT. The full solicitation will be posted on the System for Award Management (SAM) located at https://beta.sam.gov on or about April 5, 2022. Performance period will be 365 calendar days after award, with four 1-year option periods. This is a pre-solicitation notice synopsizing an upcoming request for quote (RFQ) solicitation to satisfy the requirements of FAR 5.201 and 5.203. All questions should be directed to the Contract Specialist, who will consolidate all questions and release a FAQ amendment (if necessary) once the solicitation is released. All interested parties should register via the SAM portal at https://sam.gov/SAM to be eligible for participation in the solicitation. It is the responsibility of the offeror to monitor and download amendments from SAM which may be issued to this solicitation. The VA is currently conducting market research to locate qualified, experienced, and interested potential sources. NCO 1 Contracting is seeking interested sources for a future solicitation and procurement. At this time, no solicitation exists. 2. BACKGROUND: VISN 1 Healthcare System (New England) has a requirement to provide Basic Life Support (BLS) and Advanced Life Support (ALS) Ambulance Services to its beneficiaries., including medical services and personnel, for patients of the Providence, RI VA Medical Center (PVAMC). OBJECTIVES: VISN 1 Healthcare System is looking for small business concerns, especially Service Disabled Veteran Owned Small Business (SDVOSB) and Veteran Owned Small Business (VOSB) contractors that can perform ALS and BLS Ambulance Services, non-profit and large business concerns are also welcomed to respond to this notice. The current primary NAICS code of this requirement is 621910 (Ambulance Services), which has a size standard of 16.5 Million. 4. SUBMITTAL INFORMATION: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response as detailed below. Companies should provide clear and unambiguous evidence to substantiate their capability to fulfill the requirements above.
