SOURCES SOUGHT: INTRODUCTION & BACKGROUND The Manchester VA Medical Center (VAMC), located at 718 Smyth Road, Manchester, NH 03104, will be constructing two clinical care buildings and a parking lot to expand patient services. The expansion will require removal of buildings 2, 3, 4, 5, 13, and 14. All six buildings are contributing elements to the Veterans Administration (VA) Hospital, Manchester, NH Historic District, a historic property eligible for listing in the National Register of Historic Places. The VAMC has determined that the removal of the buildings is necessary to support the mission but will result in an adverse effect to the historic district. To resolve the adverse effect, a Memorandum of Agreement (MOA) has been signed with the State Historic Preservation Office (SHPO), see Attachment A. The selected contractor will complete each task in this statement of work to accomplish the mitigation measures of the MOA. All work is to be overseen and tasks to be completed by an architectural historian qualified to 36 CFR 61. This statement of work is intended to cover all work required to meet the VAMC s obligations from the MOA. Should the contractor find any discrepancies between this SOW and the MOA, the contractor shall immediately notify the VA and request clarification. SCOPE: The scope of this project consists of Architectural and Engineer (A/E) services required to complete the project. The period of performance for is 256 calendar days and shall begin upon issuance of the Notice to Proceed (NTP) by the Contracting Officer. The VA will not be responsible for any costs incurred by interested parties in responding to this announcement. This is a Request for Qualifications: The purpose of this notice is to request SF-330 Qualification statements from qualified Small Businesses that have the experience directed at the requirements of the Statement of work. The NAICS code is 541330 and the small business size standard is $16.5 million. Firms must have valid registration in the System for Award Management (SAM). Evidence of your experience in A/E Services for Historic Mitigation (HABS) at a Medical facility (please provide contract descriptions, contract dollar amounts and telephone numbers for points of contact no photographs). Qualifications: Professional Qualifications: Minimum Requirement: The A/E firm shall have a minimum of one full-time licensed architectural historian qualified to 36 CFR 61 to oversee and complete tasks in the Statement of Work and Memorandum of Agreement. Firm Specialized Experience: Minimum Requirement: The A/E firm shall have completed a minimum of 2 HABS projects or similar historic mitigation projects working with State Historic Preservation Offices. Past Performance: A/E is required to supply references for at least 2 projects from b) above. Past performance rating will be based on those references and any information available in CPARS or other government performance rating systems. SF-330 Architect- Engineer Qualifications completed for the intent of the project. Evidence that your Small Business firm will perform more than 50% of the requirement with a qualified small business team. Failure to submit all information requested will result in a contractor not being considered as an interested Small Business concern. EVALUATION FACTORS: Adjectival Description Exceptional A comprehensive and thorough presentation of extraordinary merit with one or more significant strengths. Offeror s response is clearly superior. Neutral (Applies only to Past Performance) Offeror s performance record, relevant past performance or information on past performance is not available SELECTION PROCESS: The A/E selection will be completed in two stages as follows: In Stage I, interested firms will submit SF-330 Qualification Statements of Capabilities.
