INTRODUCTION: This sources sought notice is for information and planning purposes only and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA). The VA is currently conducting market research to locate qualified, experienced and interested potential sources. Responses will not be considered as proposals, nor will any award be incurred by interested parties in responding to this sources sought announcement. NCO 1 Contracting is seeking interested sources for a future solicitation and procurement. At this time, no solicitation exists. 2. BACKGROUND: Bedford Massachusetts Veterans Affairs requires medical grade liquid bulk oxygen in a hospital environment. This Government facility does not own its own bulk oxygen tank. The contract shall provide a contractor-owned tank with an appropriate 400-gallon reserve tank back-up system meeting NFPA 99 code standards. The new tank will be located at Bldgs 2, 4 & 78 on concrete tank slab. The contract shall also provide for digital readouts or internet access online for real time telemetry readings (2) separate and distinct locations within Building 1. Specifications for this facility will be listed in the solicitation schedule; O2 Tank Pad As-Builts, Med Gas EOSC Final Report & Commissioning Report The contractor is required to make all the necessary connections, tie-ins and adjustments to ensure that the newly installed tank is properly connected to the existing Medical Center distribution system. The Contractor is responsible for the system up to the connection point at the bulk pad. The Government is responsble for the system from the tie-in point and throughout the distribution sysytem. If the hospital is relocating the tank system from an old location to a new location, the Government may require the Contractor to provide a temporary liquid Oxygen supply while the Government ties in their distribution system to the new tank system The Contractor will provide a temporary liquid Oxygen price for this temporary service that is seperate from the permananet tank system price. Contractor is responsible for ensuring that the new tank is tied into the existing building distribution system without any interruption to service. The contractor shall coordinate the tie-in of the new system during the weekend hours so as not to impact clinical operations. The contractor shall provide the total cost as well as the unit cost per Cubic Foot (CF) to supply 36,500 CF of medical-grade, liquid oxygen which is the estimated approximate total annual requirement for the Bedford VA Medical Center. There is no express or implied guarantee that these quantities will be purchased. The base contract period for all contracts awarded under this solicitation will be effective upon the date of award and extend through a one-year period. Please note that the contracts that include the installation of contractor-owned equipment will include a 90-day transition period at the beginning and end of the contract period. (See paragraph 5.1) The agreement awarded under the solicitation will include a five-year BPA Blank Purchase. Prior to first filling, contractor will be required to perform in service training to include the following facets for contractor owned and government owned systems: the refill procedure, any preventative maintenance support requirements that may be needed from the Medical Center systems, and an explanation of all the volume alarms and low pressure set-points. The contractor will provide written procedures and training for VA staff for protocols to accomplish emergency shutdowns or other sudden, unplanned termination of the refilling process. Contractor will provide 24/7 emergency contact name(s) and telephone number(s). Prior to first filling, and annually thereafter, alarm set point testing and written verification must be presented through the use of a qualified third party expert per NFPA 99, latest Edition for contractor owned and government owned systems. Any code deficiencies in the Medical Center s existing system, as defined by NFPA 50, 1.3.3, Bulk Oxygen System , must be identified by the contractor. A detailed explanation of these deficiencies must be present in writing to the COR. Receipt of this written explanation must be signed by the COR. Prior to the first filling, and annually thereafter, the contractor must verify in writing the accuracy of all gauges on contractor owned tasks. If the gauge(s) are government owned, contractor will provide, if requested after award, a written proposal with price to verify accuracy of the gauges(s). This facility may choose to exercise this option at its desire. 3. OBJECTIVES: Bedford Veterans Affairs is looking for small business concerns, especially Service Disabled Veteran Owned Small Business (SDVOSB) and Veteran Owned Small Business (VOSB) contractors that can perform services identified above. The current primary NAICS code is 325120 (Industrial Gas Manufacturing), which has a size standard of 1000 employees. Evidence of the ability to supply the medical gas and evidence of how the contractor would comply with 13 CFR 125.6 will be required for any small business set aside. 4. SUBMITTAL INFORMATION: Contractors having the skills and capabilities necessary to perform the stated requirements should submit a response as detailed below. Companies should provide clear and unambiguous evidence to substantiate their capability to fulfill the requirements above. Interested parties shall furnish the following minimum information: 1. Company name and address ensure your company is registered in the System for Award Management (SAM) at www.sam.gov. 2. Company point of contact name, telephone number, and email address. 3. Evidence that you are a small business (if applicable): Small Business ensure you are listed as small business in SAM, reps and certifications. Provide the NAICS codes you are listed as a small business under. CVE certified SDVOSB or VOSB (or in the process of certification) ensure you are certified in the CVE veteran database at www.vetbiz.gov. Provide evidence of certification. 4. If your company holds a Federal Supply Schedule (FSS) Contract, list the GSA Contract Number and SINs. 5. Capabilities/Qualifications: A written response providing clear and unambiguous evidence to substantiate the capacity to fulfill this requirement, including the ability to supply the medical gas and if you are a small business, the ability to comply with the requirements described in CFR 125.6. Description of the capabilities/qualifications/skills your company possesses to perform services described above. 6. Past Experience: Brief summary of the company history relative to similar requirements. Offer may provide the following information on a maximum of three similar projects for which the responder was a prime or subcontractor.
