Questions with Answers: We have a question about the 13 CFR 12.5.6 ? Is there an acquisition threshold amount for the subcontracting, that excludes the 50%. We have been told that it only applies if the award amount is over 250K per total award amount. If you can clarify the rule for this solicitation? Ans. 1. (a) General. In order to be awarded a full or partial small business set-aside contract with a value greater than the simplified acquisition threshold (as defined in the FAR at 48 CFR 2.101) in paragraph (a) introductory text; and an 8(a) contract, an SDVO SBC contract, a HUBZone contract, a WOSB or EDWOSB contract pursuant to part 127 of this chapter, a small business concern must agree that: (1) In the case of a contract for services (except construction), it will not pay more than 50% of the amount paid by the government to it to firms that are not similarly situated. Any work that a similarly situated subcontractor further subcontracts will count towards the 50% subcontract amount that cannot be exceeded. Other direct costs may be excluded to the extent they are not the principal purpose of the acquisition and small business concerns do not provide the service, such as airline travel, work performed by a transportation or disposal entity under a contract assigned the environmental remediation NAICS code (562910), cloud computing services, or mass media purchases. In addition, work performed overseas on awards made pursuant to the Foreign Assistance Act of 1961 or work required to be performed by a local contractor, is excluded. Is the 300,000 square footage inclusive of all buildings or just the main hospital? If only the main hospital, can you include auxiliary buildings? Ans. 2. The 300,000 is inclusive of all active buildings. How many bed bug incidents have you had in the last year? Ans. 3. Approximately 12 If fly lights are included, how many are in the location today? Ans. 4. Currently 6 but this may change as needed. How many interior and exterior bait stations do you have throughout your facilities today? Ans. 5. This is proprietary information of the current contractor and this should be decided by your Pest Management Plan. How many emergency services requests do you have a week? Ans. 6. Manchester VAMC averages one to two per month. As the scope of work covers some pests that would not be included in the monthly price, how should we provide pricing so that the solicitation can take into all costs? For example, bed bugs, termites/ other wood destroying organisms, wildlife and bird trapping and bees/wasps are not covered under the monthly price?  Ans. 7. This should be based on your Pest Management Plan. A very comprehensive tour explained expectations and most relevant types of pests that we deal with at the Medical center. Examples are bed bugs, control of rodents such as mice and the control of pigeons.
