This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source contract for a 12-month base and (4) annual option years with Robin Hill Farm, 63 Donovan Road, Hillsboro, NH 03104 to obtain residential restorative and rehabilitative therapy services for the eleven (11) 70-100% service-connected disabled Veterans with Traumatic Brain Injury (TBI) or Acquired Brain Injury for the VA Manchester Health Care System and other VISN1 VA Medical Centers located throughout New England on an as-needed basis. Due to (1) the continuity of care concerns for this group of highly specialized, disabled TBI Veterans; (2) Robin Hill Farm s specialized expertise in this area of specialized rehabilitative services for the community reintegration of Veterans with TBI service-connected disabilities; and (3) the clinical determination that relocating these Veterans to a new location with unfamiliar staff may have severe and negative impacts on the health and rehabilitation of these TBI Veterans, possibly affecting patient safety, Robin Hill Farm is the only vendor that can provide the services to these TBI/ABI Veterans. Since the intent is to procure this on a sole source basis, no solicitation will be posted to FedBizOps (FBO). The applicable NAICS code is 623990 with a $12.0MIL size standard. The PSC is G099. The authority for this action is FAR 6.302.1-1 Only One Responsible source and no other supplies or services will satisfy agency requirements.
