This is not a solicitation. The Department of Veterans Affairs intends to negotiate a sole source contract for a 12-month base and (3) annual option years with Redwood Toxicology Laboratory, Inc., 3650 Westwind Blvd., Boston, CA 9540-1066 to obtain blood buprenorphine and norbuprenorphine testing for 900 participants 3 times across 4 years (2700 assessments) for the VA Boston Healthcare System. Due to the current urine toxicology research and development efforts, Redwood Toxicology Laboratory is the only vendor that can provide the blood testing services. Since the intent is to procure this on a sole source basis, no solicitation will be posted to FedBizOps (FBO). The applicable NAICS code is 621511 with a $32.5MIL size standard. The PSC is AN26. The authority for this action is FAR 6.302.1-1 Only One Responsible source and no other supplies or services will satisfy agency requirements.
