Department of Veterans Affairs Veterans Health Administration Sources Sought Notice VA Connecticut Cardiac Monitoring Services This is a Sources Sought notice and not a request for quotes. This is a new post due to potential difficulties viewing prior post. This request is solely for the purpose of conducting market research to enhance VHA s understanding of the market s offered products, services and capabilities. The Government will not pay any costs for responses submitted in response to this Sources Sought. This Sources Sought notice provides an opportunity for respondents to submit their notice of ability, and their available products and services in response to the requirement described below. Vendors are being invited to submit information relative to their potential of fulfilling the requirement below, in the form of a capability response that addresses the specific requirement identified in this Sources Sought. The Veterans Health Administration (VHA) is seeking a vendor to provide the following products and/or services below. Please see the General Requirements section below for the requested products/services and descriptions. This Sources Sought is to facilitate the Contracting Officer s review of the market base, for acquisition planning, size determination, and procurement strategy. GENERAL REQUIREMENTS The Contractor shall provide all supervision, personnel, material, equipment, supplies, labor, and transportation in providing Cardiac Monitoring Services VAMC Connecticut. Three different types of Cardiac Monitoring are required: (1) Mobile Cardiac Outpatient Telemetry Device (MCOT). This is a real-time remote monitor that uses cellular technology and an advanced algorithm to automatically detect and transmit arrhythmia with/without patient intervention MCOT is used for patients experiencing intermittent symptom as palpitations, syncope, dizziness, and shortness of breath. Key features include auto-trigger for Atrial Fibrillation, Tachycardia, Bradycardia, and Pause, and full disclosure ECG of up to 30 days. In each of the devices there is an algorithm that is programmed to recognize rhythms; it records the patient s ECG. The ECG is automatically transferred to a cardiac monitoring center, where it is immediately reviews and the Cardiologist is informed according to pre-selected notification criteria. This detection and reporting helps cardiologists identify optimal patient treatment. Report will be provided at end of service. While many companies provide MCOT monitoring, few offer a patch MCOT monitor. Our patients prefer a patch monitor to multielectrode monitors due to comfort and ease of use, and we would require this capability from a monitoring company. (2) Event Monitoring: this is a non-real-time lightweight cardiac monitor that continuously records every heartbeat for up to 14 days. Monitor may be returned via shipping bag provided by vendor. After monitor is returned a report will be provided with a concise, accurate summary of findings. (3) 48 Hour Holter Monitoring: non-real time continuous 48-hour monitoring of an electrocardiogram in a symptomatic patient providing a continuous record of the electrocardiographic activity of a patient s heart while engaged in daily activities; report will be provided PLACE OF PERFORMANCE: Services are to be furnished by the contractor for VA Connecticut Healthcare System (VA), West Haven Campus, 950 Campbell Avenue, West Haven, CT 06516 and Newington Campus, 555 Willard Avenue, Newington, CT 06111. The unit itself may be sent/returned via UPS/USPS to the patient and a patient educator contacts the patient at a scheduled time to conduct patient education, including hook up of the monitor and establish a baseline. MCOT will be monitored remotely. SERVICES REQUIRED: The contractor will contact the patient to schedule the patient education call. Alternatively, the monitor may be sent directly to the patient via UPS 2nd Day Air or USPS priority mail 2-day within 2 business Days from the date of request. A Patient Educator will contact the patient at the scheduled time to conduct patient education, hook up of the monitor and to establish a baseline from the home. After the evaluation period, the patient returns the device to the company in the UPS/USPS envelope provided. Data is transmitted wirelessly via cell phone towers. While the patient is wearing the device, daily reports will be made available to VACT via fax or online. When asymptomatic and/or symptomatic ECG events are transmitted to the company and if it meets notification criteria, an alert is sent out to the prescribing MD on-call for evaluation. In addition, a daily ECG/Telemetry report with a daily AF burden graph is also available via fax or online. An end of Service Summary report is available 3 days after the monitor is shipped back to the vendor. (Access to the data from the website is limited to the physicians and/or any other authorized representative responsible for evaluating the data). Once the ECG data is ready for evaluation, the company alerts the department in two ways. Urgent/Emergent reports: the vendor initiates a call to the cardiology department (authorized representative) to alert them of the Urgent/Emergent Report and sends the data via fax or it is accessed online. Daily ECG/Telemetry reports are faxed daily or can be accessed online. Vendor should be paid only for work performed. The Vendor will not supplementary bill the patient beyond the contracted billing schedule. RESPONSE COMMITMENT Response: All responses should be directed to Monica.Acosta@va.gov . Submittals furnished will not be returned to the sender. No debriefs will be conducted. Eligibility in participating in a future acquisition does not depend upon a response to this notice. Proprietary information is neither requested nor desired. If such information is submitted, it must clearly be marked "proprietary" on every sheet containing such information, and the proprietary information must be segregated to the maximum extent practicable from other portions of the response (e.g., use an attachment or exhibit).
