As the type of equipment sought was subject to a Nonmanufacturer Rule Waiver, seeking SD/VOSBs and SB vendors was the preferred choice of the VA. As no other SDVOSB or VOSB was found in market research or responded to the Sources Sought Notice, the SDVOSB vendor showed confirmed business relationship to the manufacturer, and the SDVOSB vendor provided a fair and reasonable quote, the use of this VAAR authority is in the best interest of the VA.
