The contractor must provide a low-profile compression T-shirt carrier with front, rear, and side or optional side-expansion NIJ-certified soft armor panels meeting NIJ Standard 0101.06 Level IIIA and 360-degree coverage. The system must be covert, lightweight (not exceeding about 3 lbs. total), thin (panels 0.25–0.35 inches), breathable, machine-washable, available in multiple sizes and neutral colors, and use quiet fasteners rather than noisy hook-and-loop, snaps, or clips. Delivery is required within 30 days of order placement or as negotiated, with shipments sent to locations specified at the order level and partial shipments subject to Government approval.
