The VA seeks market-research input for a potential multiple-award Blanket Purchase Agreement (BPA) for comprehensive legal assistance, alternate dispute resolution, court reporting, transcription, translation/interpretation, litigation support, expert witness, case management, and related training services. The BPA would have a 12-month base ordering period plus up to four 12-month option periods, with individual orders defining their own performance periods that may extend up to 12 months beyond the BPA ordering period. Performance is anticipated nationwide across VA facilities, contractor facilities, and remote/virtual settings, with specific place of performance identified at the order level and services potentially required in all U.S. states and territories. The requirement includes surge and specialized support for litigation, administrative hearings, EEO complaints, investigations, and related proceedings, including short-notice staffing within 24–48 hours.
