The Department of Veterans Affairs (VA) intends to negotiate a noncompetitive, firm-fixed-price purchase order (sole-source) with Comcast Business, 1701 JFK Blvd., Philadelphia, PA, to procure internet and tv services bundle, including commercial internet, static IP addresses, and cable TV box bundles with basic programming package to support a robust and reliable communication infrastructure, particularly for supporting systems like the Lutron Quantum Lighting System and comprehensive Building Automation Systems (BAS) at the Hines Information Technology Center (HITC). These systems demand continuous connectivity and precise control, which can only be achieved through the provision of commercial internet and static IP address lines. Commercial internet ensures high-speed, consistent connectivity essential for real-time monitoring and management of lighting and environmental controls across the facility. Static IP address lines provide stable and secure communication pathways, facilitating seamless integration and interoperability between various building systems. The basic cable television service box with a standard programming package is a vital communication tool that enhances situational awareness, helps the Office of Information Technology-Hines Information Technology Center (OIT-HITC) team stay informed about emerging community threats, and supports the OIT-HITC team’s commitment to maintaining a well-informed workforce prepared to respond effectively to developing situations. The applicable North American Industry Classification System (NAICS) code 517110 – Wired Telecommunications Carriers is most appropriate for this requirement. The size standard is $40 million or 1,500 employees. The product service code (PSC) is 7A21 – IT and Telecom – Business Application Software. The statutory authority permitting other than full and open competition is 41 U.S.C. § 1901, Simplified Acquisition Procedures, implemented by Federal Acquisition Regulation (FAR) Subparts 13.106 and 13.501. This notice of intent to sole source is to comply with the requirements of FAR 5.201(b). Interested parties that feel they can provide the services may respond to the point of contact listed in this notice with a capability statement no later than 10:00 AM EDT on July 1, 2025. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely at the discretion of the Government. VA will make publicly available the justification required by 6.303-1 as required by 10 U.S.C. 3204(f) and 41 U.S.C. 3304(f) within 14 days after contract award. This is not a request for proposals. The Government is not responsible for any costs associated with responding to this notice.
