The VA intends award a Firm-Fixed Price purchase order a non-competitive basis to ABT Inc, a Large Business, located at 6130 Executive Blvd. Rockville, MD 20852 to provide comprehensive HMIS services including HMIS Boot Camp for VA Staff to ensure they are proficient in utilizing the system; ongoing HMIS Use/Disclosure Inventory Maintenance; development of a HUD VASH HOMES to HMIS Data Transfer Tool (HVTT); creation and maintenance of an HMIS Dashboard for Homeless Programs Office staff; BI Dashboard Consultation services; expert technical assistance to meet Cleland Dole legislative requirements; and robust Data Analysis services to support Strong Act compliance. These specialized services are critical to support the VA's commitment to rapidly expand programs that prevent homelessness among Veterans and assist those currently experiencing homelessness. ABT Inc. has specialized knowledge and experience with HMIS systems that are directly related to these tasks outlined by Section 309 of the Consolidated Appropriations Act of 2023, Division U, Joseph Maxwell Cleland and Robert Joseph Dole Memorial Veterans Benefits and Health Care Improvement Act of 2022 (P.L. 117 328, 12/29/2022) North American Industry Classification System (NAICS) code 541611 – (Administrative Management and General Management Consulting Services) with a size standard of $24.5M. SAC-F anticipates negotiating and awarding a firm-fixed-price contract to Beryl Institute, LLC for this requirement by November 30, 2024. Interested parties that believe they could satisfy the requirements listed above for SAC-F may clearly and unambiguously identify their capability to do so in writing on or before the response date for this notice. This notice of intent is not a solicitation. Information submitted in response to this notice will be used solely to determine whether competitive procedures could be used for this acquisition. The Government intends to negotiate solely with ABT Inc under the authority of FAR 13.5, 41 U.S.C. 1901, Simplified Acquisition Procedures. The Government will not be responsible for any costs incurred by responding to this notice. This is not a request for quote.
