This is not a Solicitation, nor is this a Request for Proposal. The Human Systems Integration (HSI) directorate exists within the Veterans Health Administration (VHA), Office of Health Informatics (OHI), Clinical Informatics (CI). HSI seeks to apply the standards of Human Centered Design (HCD) and mature HSI and human factors principles across Veterans Affairs (VA) to improve overall performance and safety of VHA Health Information Systems (HIS) by optimizing the VHA employee (Staff), Veteran, Caregiver, and Survivor end-user experiences. CIDMO seeks to enhance these efforts through Participant (Employees, Veterans, Caregivers, and Survivors) Recruitment, to participate in studies and provide substantive feedback regarding their experiences with existing VA Services and new products being developed or acquired by VA or its Organizational Partners. The NAICS Code is 541990, All Other Professional, Scientific, and Technical Services. The Government estimates a need to recruit up to six hundred (600) total Participants over the course of a twelve (12) month Period of Performance (PoP). This should include a range of potential Participants which are comprised of Employees (Staff), Veterans, Caregivers (Delegates), and Survivors, as quantified in the Draft Performance Work Statement (PWS) document. The Contractor shall perform screening, recruiting, scheduling, technological assistance, note-taking, validation and Participant reimbursement activities, as detailed in the Draft PWS. The Government or its partners will facilitate all studies. This is not a request for proposals, only a Request for Information (RFI) for planning purposes, and does not constitute a solicitation. A solicitation may or may not be issued. This notice is being published in accordance with Federal Acquisition Regulation (FAR) 15.201(e). Any decision(s) on the utilization of any total or partial set-aside to be used in a resulting solicitation will be made based off of the responses received to this RFI. Expressions of interest must be submitted in writing and should include answers to RFI Questions, after a full review of the attached documents which include: Participant Recruitment Draft PWS, Participant Agreement (Attachment A), VHA Human Factors Engineering (HFE) Screening Questionnaire (Attachment B), and Study Checklist (Attachment C).
