The Department of Veterans Affairs (VA) intends to award a sole source, single award Blanket Purchase Agreement (BPA) to the American Council on Education (ACE), 1 Dupont Circle NW, Washington, DC 20036 for College Credit Recommendation Services (CREDIT). This service will support the Veterans Affairs Acquisition Academy (VAAA), Supply Chain Management School (SCMS) to obtain College Credit Recommendation Services for existing and future VAAA courseware, make recommendations on credit equivalency, and determine and obtain college credit eligibility. The contractor shall provide college credit recommendations for undergraduate and graduate- level courses which will be recognized by colleges and universities nationwide and which will allow the VAAA students to seek transfer credits at colleges and universities for completing SCMS courses. This proposed BPA is for services for which the Government intends to solicit and negotiate with only one source under the authority of 41 U.S.C. 1901, Simplified Acquisition Procedures implemented by Federal Acquisition Regulation (FAR) Subpart 13.106-1(b)(1)(i). This is a "Notice of Intent" and not a request for competitive quotes. Interested parties that feel they can provide the services may respond to the point of contact listed in this notice no later than 10:00 AM ET on June 21, 2024. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely at the discretion of the Government.
