Office of Emergency Management (OEM) has several emergency preparedness and response assessments, plans, planning tools, policies, and procedures that need to be developed or updated. The OEM readiness planning during and following the response to the COVID-19 pandemic was limited as the organization was focused on response operations. Following the response to the pandemic, OEM Plans needs to ensure it not only updates existing response assessments, plans, planning tools, policies, and procedures but also develops products where they do not exist. OEM needs a standardized Hazard Vulnerability Analysis, supporting guidance for healthcare organizations, organizational risk assessment, and an All-Hazards Response plan Specifically, OEM seeks a partner to support the following objectives: Develop a standardized VHA. Hazard Vulnerability Analysis report. Database. Develop playbooks to prepare for VHA internal stakeholders to respond to and recover from hazards identified in risk assessments. Template. Develop a standardized VHA HVA template that factors in the needs of multiple internal stakeholder groups. Guidance. Develop guidance for VHA medical facilities on how to complete an HVA.
