Pursuant to FAR Part 10.002(b)(2)(iii) and (viii) (Market Research), the purpose of this notice is to: Determine the commercial practices of companies engaged in providing the needed service; Determine feasibility of use of General Services Administration (GSA) Federal Supply Schedule (FSS) Pursuant to FAR Part 8, FAR Part 12 and/or FAR Part 15; Determine availability of Service-Disabled Veteran Owned Small Business (SDVOSB) and VOSB set aside pursuant to FAR Part 19. REQUIREMENT: This notice is issued by the Department of Veterans Affairs (VA), Strategic Acquisition Center, Frederick, MD (SAC-F) to identify sources capable of providing the services described below. ANTICIPATED NAICS CODE/SIZE STANDARD: The applicable NAICS Code are 511210 and 513210 Software Publishers. The small business size standard is $41.5 million. SUBMISSION INSTRUCTIONS All responses must be submitted to Anne.Hicks@@va.gov, and Shayna.Barrera-Mercedes@va.gov by June 13, 2023 at 12:00PM EST with an email titled FD Online Financial Disclosure System. Responders will receive an electronic confirmation acknowledging receipt of a response but will not receive individualized feedback on any questions. If your company has the potential capability to perform these contract services, please respond to this Request for Information by providing a capability statement. The number of pages is limited to a total of 5 pages; size shall be no greater than 8 1/2" x 11". The top, bottom, left and right margins shall be a minimum of one inch each. Font size shall be no smaller than 12-point. Times New Roman fonts are required. FD Online Financial Disclosure e-Filing System for Office of General Counsel (OGC): 1. Background: Employees in certain positions are required by the Ethics in Government Act (EIGA), as amended, to file a Confidential Financial Disclosure Report (OGE-450) because of the responsibilities associated with their positions. The first report is due 30 days of entering the covered position, and then an annual report is required thereafter. It is currently not possible for confidential financial disclosure filing (OGE Form 450) from a filer with a non-federal government email address and no PIV card. There is a limited employee group we want to be able to file their OGE Form 450s electronically including VA Special Government Employees. 2. Scope of Work: The contractor shall provide 24 hour, 7 days a week online accessibility and filing services, via their website, to VA OGE Form 450 confidential financial disclosure filers who are not currently able to file electronically because they don t have a government email address or VA PIV card. 3. Period of Performance (POP): Base period of one (1) year from the date of award and four (4) one (1) year option periods. 4. Type of Order: Firm-Fixed-Price 5. Place of Performance: Tasks under this PWS shall be performed virtually for customers within the United States.
