The purpose of this RFI is to conduct market research to ascertain industry capability to provide enterprise-wide programmatic support for healthcare technology implementation. The purpose of this RFI is: 1) to understand industry capabilities related to healthcare transformation, 2) to collect information to enable the development of potential future acquisition strategy (include socio-economic consideration and methods), and 3) to obtain industry comments on the draft Service Group Descriptions (SGD). Through this process, VHA is requesting the capabilities and experience of Integrated Healthcare providers that would have the experience and expertise to provide these services for VHA. The Government requests that contractors respond to the specific questions provided in this request for information. Responses should demonstrate capability, not just confirm corporate capabilities. The agency does not intend to award a contract as a result of this RFI, but rather gather capabilities and market information pertinent for project and acquisition planning. The responses to this RFI will be captured as market research and may contribute to the development of an acquisition strategy. Information provided may be used to assess tradeoffs and alternatives available for the potential requirement and may lead to the development of a solicitation. All submissions become Government property and will not be returned. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed. Purpose This Request for Information (RFI) is for a Market Research Only. The Veterans Health Administration (VHA) is exploring options to provide comprehensive support to the VHA enterprise with its transformational effort to modernize systems and processes. Background Department of Veterans Affairs (VA) VA is committed to serving Veterans, their families, caregivers and survivors throughout their life journey. To do so, VA s 3 Administrations and 23 major Staff Offices deliver benefits, care and services to improve wellÂbeing, outcomes and memorialization services to honor Veterans sacrifice and contributions to the Nation. Furthermore, VA partners with families and caregivers to provide the best care and address the unique needs of our Veterans. The strategic plan, guided by VA s four fundamental principles Access, Advocacy, Outcomes and Excellence , sets forth VA s four strategic goals to achieve by 2028. The plan highlights the mission focused outcomes VA intends to accomplish to improve the quality of life, outcomes and experiences for Veterans, Service members, their families, caregivers and survivors. The Plan also describes the stewardship goal and objectives VA seeks to attain to improve operations and management functions ensuring the most effective use of taxpayer resources and sustainability for future generations of Veterans. Moreover, it reinforces a commitment to a culture of interoperability that promotes a consistently positive and seamless Veteran experience with VA. By aligning business, data, and information, systems and technology VA ensures the right information and services securely and reliably reach the right person, at the right time and in the best manner to make timely, informed decisions and to enable actions. Veterans Health Administration (VHA) VHA is the largest integrated health care network in the United States with 1,294 health care facilities supporting over 9 million enrolled Veterans and delivering health care to over 6 million Veterans each year. The VHA Long-Range Plan Framework (see attachment A) outlines goals, objectives and strategies to establish and align VHA s efforts and resources over the next several years. VA provides a broad range of primary care, specialized care and related medical and social support services that are uniquely related to Veterans health or special needs. VHA advances medical research and development in ways that support Veterans needs by pursuing medical research in areas that most directly address the diseases and conditions that affect Veterans. VA carries out four specific health-related missions: health care, education, research and emergency response. Services and benefits are provided through a nationwide network of VA Medical Centers, inpatient and outpatient sites of care and over 990 Community Access Points. In addition, VA has 3 Veterans Crisis Line (VCL) call centers and the Veterans Combat Call Center as well as access to Readjustment Counseling Services provided through 318 Vet Centers which includes 83 Mobile Vet Centers, 55 mobile sites (not mobile Vet Centers) and 4 unclassified stations. Some of those challenges include: Rapid on-demand support at any of the 1,294+ sites mentioned above. In terms of timeline, rapid on-demand is considered within 1 to 3 days. Knowledge of the VHA health care delivery model and existing VHA systems and business processes. Deployment of comprehensive solutions and services. Implementation of new and/or enhancement of existing business process and systems in a timely and efficient manner within a decentralized health care system model. Enterprise-wide coordination, deployment and engagement at multiple agency levels. Communications and Change Management in VHA Central Office and the field Desired Outcomes If an acquisition is pursued following this RFI, some of the desired outcomes/objectives include: Rapid on-demand and comprehensive enterprise-wide (VHA) level support for a multitude of professional based service requirements that may call for support and/or solutions that cross over multiple disciplines and multiple task orders. Robust implementation planning support to ensure adequate level of preparation of VHACO, VISNs and VAMCs for large scale business and technology change to include preparation for deployment, training development and delivery and organizational change management and communication plans. Expert level resources that are highly knowledgeable and well versed with all operational components and systems, as well as the organizational structure and culture within VHA. Application of lessons learned from the DoD and commercial sector systems implementations and business and operational processes to inform VHA decisions. Ability to provide senior level and subject matter expert resource(s) within 3-5 days of award and maintaining an extensive resource pool that can support multiple VAMCs, VISNs, and VHACO organizations simultaneously. The ability to deploy contractor resources to specific projects without causing a delay to the Government is high priority. Senior level and subject matter expert resource(s) have experience working on high visibility and/or mission critical aspects of a given program and performs all functional duties independently. Experts typically perform the following kinds of functions: initiates, supervises, and/or develops requirements from a project s inception to conclusion for complex to extremely complex programs; provides strategic advice, technical guidance and expertise to program and project staff; provides detailed analysis, evaluation and recommendations for improvements, optimization development, and/or maintenance efforts for client-specific or mission critical challenges/issues; consults with client to define need or problem supervises studies and leads surveys to collect and analyze data to provide advice and recommend solutions. A resource pool is a set of resources available for assignment to project tasks. A resource pool can be assigned exclusively to a project or task or shared by several projects. Approach, Capability and Experience Information Provide a capability statement describing your company s ability to provide the resources and approach to addressing the known challenges and desired outcomes stated in the sections above. Additionally, describe how you would incorporate the organizational design methodology. Describe your past experience and current capability as a prime contractor (within the last 5 years) implementing Oracle Cerner Millennium in a large, multi-site health care system and how it has equipped you with the knowledge, skills and ability to support VHA with implementation efforts. Describe your past experience as a prime contractor (within the last 5 years) where you identified, reduced, and eliminated suboptimal business and/or operational processes or inefficiencies and implemented continuous incremental or breakthrough improvements in a highly complex integrated health care system of similar size and complexity as the VHA. Describe your understanding of systems thinking as a methodology and how you would utilize it to assess a problem and identify optimal solution paths while minimizing potential adverse effects related to the implementation of new systems and/or business processes in a complex integrated health care system. Describe your past experience and current capability as a prime contractor (within the last 5 years) supporting VHA medical center(s) and/or regional network leadership (VAMC, VISN, or equivalent) through best practices in preparation for the deployment of a new commercial off the shelf electronic health record. What were the outcomes? Describe your past experience and current capability as a prime contractor (within the last 5 years) specifically related to integrating Oracle Cerner products into a federal or commercial healthcare systems existing digital patient experience. What were the outcomes? Describe your ability to provide on-demand resources that are readily available (withing 1-3 days) to support and deploy for a wide variety of needs across multiple sites across the country, including simultaneous engagement with multiple VAMCs, VISNs, and VHACO organizations. Describe your ability to manage a large volume of orders, (potentially up to 20 orders, requiring at least 10 FTE per order requiring integration and supporting multiple areas of service) simultaneously. Provide examples of your company s experience supporting major Governmental Healthcare initiative program management offices and senior leadership Integrated Product Teams. Please provide Department, budget, and length of support provided.
