Intent to Sole Source Page 2 of 2 Product Service Code: R426 Contractor: Dynamic Integrated Services, LLC Brief Description of Supplies: The Million Veteran Program will partner with Dynamic Integrated Services, LLC. in improving MVP s website, developing tailored micro-campaigns for underrepresented Veteran demographic groups, creating updated print, digital, and video collateral, developing partner toolkits and strategies to drive partnership engagement, and implementing a multi-faceted change management plan to support frontline MVP staff who will leverage new communication materials. All efforts shall utilize human-centered design thinking, and the industry proven RPIE (research, plan, implement, evaluate) model to deliver strong communication brands, narratives, and artifacts that make people pay attention and build trust in the program. These efforts aim to reach one million research participant enrollment (currently 850,000 enrolled) by Veterans Day, November 11, 2022. Therefore, an effective communication campaign is needed to bring the goal to fruition. Reason for Sole Source: This activity proposes to make a non-competitive award (sole source) to Dynamic Integrated Services, LLC. (DIS), a Service-Disabled Veteran-Owned Small Business (SDVOSB), for the implementation of the Million Veteran Program (MVP) Strategic Communications. The Million Veteran Program aims to hit one million research participants in enrollment by Veterans Day, November 11, 2022. Therefore, an effective communication campaign is needed to bring the goal to fruition. Contracting Officer's Certification: In accordance with Public Law 109-461, codified at 38 USC § 8127, in order to increase contracting opportunities for small business concerns owned and controlled by veterans and small business concerns owned and controlled by veterans with service-connected disabilities, contracting officers of the VA are given specific statutory authority to award a contract to a small business concern owned and controlled by veterans using procedures other than competitive procedures (i.e. a sole source contract). The contracting officer may do so in accordance with VAAR 819.7007. The contracting officer may do so if: such concern is determined to be a responsible source with respect to performance of such contract opportunity; the anticipated award price of the contract (including options) will exceed the simplified acquisition threshold (as defined in section 134 of title 41) but will not exceed $5,000,000; and in the estimation of the contracting officer, the contract award can be made at a fair and reasonable price that offers best value to the United States.
