Presolicitation Notice Page 3 of 3 Page 1 of 3 Description of Need: The Department of Veterans Affairs (VA), Office of Information and Technology (OI&T), Information Technology Operations (ITOPS), Infrastructure Operations (IO), requires the procurement of four (4) virtual instructor led Product Management Training Courses from the Pragmatic Institute. The courses required are Pragmatic Foundations, Pragmatic Build, Pragmatic Focus, and Pragmatic Market." The Pragmatic certification required by the VA is virtual led training which will allow IO staff members to deploy the product management techniques in support of Development, Security, and Operations (DevSecOps). The Contractor shall provide the following: Period of Performance Period of Performance shall be 12 months from date of award. Description Unit Quantity Pragmatic Foundations Course Seats 10 Pragmatic Build Course Seats 10 Pragmatic Focus Course Seats 10 Pragmatic Market Course Seats 10 The Government anticipates a single, firm-fixed price contract award to O Ready, LLC, on a sole-source basis, for one (1) base year period. A Justification & Approval (J&A) was executed pursuant to FAR 13.106- 1(b)(1)(i), Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonable available. Please see the attached J&A for more information. The procedure to be used in awarding a firm-fixed price contract is an oral solicitation with an anticipated award date of May 14, 2021. In accordance with FAR 5.207(16)(i) All responsible sources may submit a bid, proposal, or quotation which shall be considered by the agency.
