The Department of Veterans Affairs, Strategic Acquisition Center, is conducting a market survey to identify potential sources to perform an IDIQ (multiple award) contract for procurement Oversight Support Audit, Accounting, Compliance, and Remediation Services, as indicated in the attached requirements description. Vendors are asked to provide information to demonstrate their answers to the following items of information: 1. Provide a general summary of your firm s ability to provide the services described in this announcement. In addition to a Capability Statement, submissions can include specifications, brochures, and manuals as attachments. 3. Provide specific responses to the following questions regarding the SOW attachment sections referenced: Implementation and Compliance Assessment, Monitoring, Auditing, Testing, and Remediation Support for OMB Circular A-123 and Related Statutory, Regulatory, Policy, and Program Requirements PWS 4.1 3.A. What experience do you have in providing subject matter expertise and business advisory/consulting services within the realm and all aspects of providing assessment, monitoring, auditing, testing, and remediation to ensure compliance with the requirements of OMB Circular A-123 and any related statutory, regulatory, policy, and/or program requirements? Compliance includes implementation of programs and processes. Audit and Accounting Support PWS 4.2 3.B. What experience do you have in providing subject matter expertise and business advisory/consulting services within the realm and all aspects of providing general audit support, e.g., Grant Per Diem (GPD), Support Services for Veteran Families (SSVF), National Cemetery, Internal Controls and VA s Annual Statement of Assurance? Statistical Analysis, Data Analysis, Reporting, Database and FMBT Support PWS 4.3 3.C. What experience do you have in providing subject matter expertise and business advisory/consulting services within the realm and all aspects of providing research, development and support of statistical design, estimation, and analyses in support of VA financial reporting, systems, audits, and internal controls? 3.D. What experience do you have in providing subject matter expertise and business advisory/consulting services within the realm and all aspects of providing data analytics tools that are readily available at VA and transferable to the Government? The Government will retain ownership of any business rules, scripts, coding, and other outcomes from this project once accepted by the Government. 3.E. What experience do you have in providing subject matter expertise and business advisory/consulting services within the realm and all aspects of providing resources supporting FMBT have experience with Agile methodology and Scaled Agile Framework (SAFe)? 3.F. What experience do you have in developing, implementing, conducting; and if you have experience providing the aforementioned support to Federal agencies? Please provide a list of the types of Federal customers you have successfully supported and the resultant outcomes. Also, include supporting detail such as capacity, users, facilities, budget, geographical scope, criticality of services, etc. 3.G. If you have the capability to perform 50% or more of this effort, please provide information to demonstrate this capability. 4. The North American Industry Classification System Code (NAICS) is 541219, Other Accounting Services, and the Small Business Size Standard is $22 million. If your firm considers a different NAICS code more appropriate for this procurement, please indicate such in the response. 5. Please include in the response to this sources sought notice your ability or inability to certify to the clause applicable to your organization. Please note that SDVOSB and VOSB vendors must be registered and verified in VA s Vendor Information Pages database to participate in VA procurements set aside for SDVOSB or VOSB competition. Additionally, in accordance with FAR 4.11, prospective vendors must be registered in the System for Award Management (SAM) database and must complete electronic annual representations and certifications in SAM prior to award of a contract. SAM is located at https://sam.gov/SAM/ and consolidated the capabilities of CCR/FedReg, ORCA, and EPLS. There is NO cost to use SAM. 6.
