The Department of Veterans Affairs intends to award a sole source purchase order to Thomson-Reuters d/b/a as Westlaw, 1333 H Street NW, Washington, DC 20005 for online legal research data subscription services. The VA requires access to an extensive database selections for Government procurement law, search functions and presentation of legal image pages to include the Nash & Cibinic Report©, The Government Contractor©, and The Government Contractor Plus©; Westlaw® publications all of which are proprietary and include: West Am Jur 2nd, Corpus Juris Secundum, Sutherland Statutes and Statutory Construction, and McCarthy on Trademark; and Westlaw s professional government contracts conference Government Contracts Year-In-Review . This proposed contract is for supplies or services for which the Government intends to solicit and negotiate with only one source under the authority of FAR 13.106 and 13.501. This is a "Notice of Intent" and not a request for competitive proposals or quotes. Interested parties that feel they can provide the services may respond to the point of contact listed in this notice no later than 2:00PM ET on October 26, 2021. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely at the discretion of the Government.
